2018 Pacific Leadership Programme

This week saw the start of the 2018 Pacific Leadership Programme, facilitated by New Zealand Customs.

The programme is part of the partnership arrangement between Customs and the New Zealand Ministry of Foreign Affairs and Trade, and will provide training to assist participants to contribute towards regional security and economic growth.

Reminder for importers about vaporisers

Importing vaporisers that can be used for administering cannabis, regardless of the purchaser's intention, is strictly prohibited under the Misuse of Drugs (Prohibition of Cannabis Utensils and Methamphetamine Utensils) Notice 2014
 
Under this Notice, importing these items is prohibited, and they are to be seized at the border and destroyed.

Customs is aware that there are companies offering these items online for sale in New Zealand, including some offshore-based websites claiming to represent companies based in New Zealand.  Illegal vaporisers are likely to be seized when they are imported.

   
  
   
 
 

WCO3 information sessions

As advised in recent Customs Releases,  the WCO3 format of cargo clearance and reporting messages will be mandatory from 1 July, except for the Inward Cargo Report (ICR).  See the TSW update on our website for details.

We will hold information sessions on the WCO3 messages around the country if there is sufficient interest. Note this is not training, as we cannot train you in the particular software you use. The purpose is to explain what is different about WCO3 messages and processes, and answer any questions you may have. We will also put the presentation on our website for those who can't attend the sessions.

Seeking feedback on HSNO fees and explosives permit requirements

The Environmental Protection Authority (EPA) is seeking feedback on proposals to increase the fees for hazardous substances and new organisms applications, and also on import permit requirements for some types of explosives (including Christmas crackers and marine safety flares).
 
The proposed changes for import certificates for explosives and novelty fireworks take into account whether there is a clear regulatory reason for the permits. If there is any change to the import requirements, this will require an amendment to the EPA Hazardous Substances (Importers and Manufacturers Information) Amendment Notice 2017.
 
The full consultation paper provides a range of revised fees considered, and a preferred option. The consultation closes on Monday 21 May. It is proposed that the new fees will be in place by 1 October 2018.

EPA are holding two stakeholder meetings to outline the fees proposals and provide the opportunity for questions and clarification:
 

  • Wellington: Monday 16 April at 10.45 to 11.45am (tea and coffee available from 10.30am) at the EPA offices, Level 10 Grant Thornton House, 215 Lambton Quay, Wellington.
  • Auckland: Tuesday 17 April at 10.45 to 11.45am (tea and coffee available from 10.30am), at the Jet Park Airport Hotel and Conference Centre, 63 Westney Road, Mangere, Auckland.
