The Department of Agriculture and Water Resources are implementing system enhancements to the Agriculture Import Management System (AIMS) that will take effect on the 23 June 2018. These enhancements form part of the Automatic Entry Processing reform project.
 
A summary of the key change items that you should be aware of is provided below.

 

  • As a result of the AEP enhancement AIMS will be unavailable from 19:00 on 22 June 2018 until 3:00 on 23 June 2018.

 
Customs brokers and importers are advised not to lodge any import declarations in the Integrated Cargo System (ICS) or import documents in the Cargo Online Lodgement System (COLS) lodgements during the outage period.

 

  • There is a new inspection direction titled Inspection – Cargo Inspect.

 
This direction is associated with AEP directions only.  The direction is equivalent to the biosecurity inspection directions: Inspect (unpack), LCL inspection, Airfreight Inspection and Verify packing.

 

  • Non-commodity concerns will now be identified and managed through the introduction of a non-commodity line in AIMS when a BIP operating a broker class 19.1 AA declares a non-commodity concern.

 
The non-commodity line will be added for the purpose of assigning a biosecurity direction that directs BIPs operating a class 1 site to assess and manage the non-commodity concerns.
 
Attached is an example Cargo Inspection direction that directs the new non-commodity line to allow you to familiarise yourself with this change.
