Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA) have received a copy of the final version of the Guide to the Regional Comprehensive Economic Partnership Agreement (RCEP). This guide explains how to determine whether goods that are imported into Australia are eligible for preferential rates of customs duty under RCEP in accordance with the Customs Act 1901 and the RCEP rules of origin and will be published on the ABF website on the ABF's RCEP web page, in time for entry into force on 1 January 2022. 

Also received is a Certificate of Origin (COO) template. 

NOTE– the COO is subject to final endorsement by RCEP Parties this week - FTA/APSA will advise if there are any further changes to the COO template 

Both the COO template and the RCEP Guide are ATTACHED 

Advice has been received that RCEP Parties are continuing to resolve a number of outstanding technical matters, including the process for Approved Exporters to do RCEP Declarations of Origin. We understand the Australian Border Force (ABF) will provide further information early in the new year about the process for Australian Trusted Traders to become Approved Exporters under RCEP in order to make a DOO for RCEP Originating goods that they export to RCEP Parties other than to NZ and Japan.
