MAA 2024-12: Japan: Australian dairy products exported to Japan for reprocessing and inclusion in products sent to the European Union

Purpose

This Market Access Advice (MAA) provides information on supporting documentation requirements for the export of milk and milk products to Japan for reprocessing and inclusion in products being sent to the European Union (EU).

Summary of Key Points

  • The Department of Agriculture, Fisheries and Forestry (the department) has successfully concluded negotiations with the Japanese Ministry of Agriculture, Forestry and Fisheries on an on-sold letter to facilitate shipments of Australian dairy products that are reprocessed in Japan and sent to the EU.
  • This on-sold letter will be issued to accompany the DJP01 – Dairy goods for Human Consumption Exported to Japan Electronic Certificate.
  • The on-sold letter will be available for use from Monday, 29 April 2024 and will be completed manually by the department. Exporters are required to contact foodexports@aff.gov.au to request completion of this letter. This can be done before or after the product is exported.
  • There is a fee applicable to obtain this document as per the department's charging guidelines.
  • Please note that all products included in the REX requiring an on-sold letter must have been eligible for the EU at the time it was exported from Australia, regardless of whether they are being further processed. The department is unable to issue an on-sold letter if only part of the consignment is eligible for export to the EU.
  • The Manual of Importing Country Requirements (Micor) has been updated to reflect this market access advice. The department encourages users of Micor to subscribe to the Micor update service for a commodity-specific email that lists changes that have been made the preceding week.
  • The department encourages all exporters to continue to work with their importers to ensure that product meeting the current importing country requirements.
