APPOINTMENT OF SAL MILICI - HEAD OF BORDER & BIOSECURITY (FTA / APSA)
Sal Milici last week (10 March 2020) commenced full-time employment with Freight & Trade Alliance (FTA) as our Head of Border and Biosecurity.
 
Sal is an experienced licensed customs broker with extensive trade compliance experience.
Working from our Melbourne office (Suite 612, 566 St Kilda Road, Melbourne VIC 3004), Sal will also have a focus on Victorian based logistics matters and advocacy on key border and biosecurity reforms.

Importantly, Sal will also be working in parallel with John Park (Head of Business Operations) in the provision of national member operational support.

VICTORIAN PORT PRICING AND ACCESS REVIEW
A great hearing from the Minister - especially considering the distraction of coronavirus and its impacts on the public and commerce.
10 March 2020, Sal Milici and Paul Zalai (FTA/APSA) met with Praveen Reddy (Executive Director, Freight Victoria Department of Transport) and The Hon Melissa Horne (Minister for Ports and Freight). Following the summary release of the Deloitte report "Port Pricing and Access Review", we explained that a statutory monitoring process to oversee further price increases is NOT the answer noting that the current stevedore-imposed Infrastructure Surcharges are already excessive. Incremental increases on this base would continue the devastating impacts. The government needs to protect Victorian shippers by forcing stevedores to cease this practice. Stevedores should be given appropriate notice to allow negotiations of charges with shipping lines. This outcome would allow market forces to take effect. An open and competitive environment will determine appropriate price for services without the need for further government monitoring or intervention.

Shipping line market consolidation plus the emergence of stevedore-imposed Infrastructure Surcharges has resulted in supply chain costs rapidly increasing, exposing significant deficiencies in the effectiveness of Part X in being able to achieve basic shipper protections.

A NEW STUDY TO BETTER INFORM FREIGHT MOVEMENTS - PORT OF MELBOURNE (article from Autumn 2020 Across Borders)
In order to complete the O&D Study, some data will be purchased. However, inland origin and destination information will need to come from industry. For the study to have meaningful impact, the Port of Melbourne hopes to engage with many industry stakeholders to participate in the project. PoM is currently engaging an external consultant who will reach out to industry to seek participation and to collect data. This data will be collected and hosted by an external consultant ensuring confidentiality.

There will be four stages where the consultants will work with industry to collect the data critical to the success of this study:
Stage 1 – Meet with industry to provide information about the study
Stage 2 – Seek cooperation with industry to provide the data required
Stage 3 – Collect the data (externally collected and hosted by consultant)
Stage 4 – Follow up on any additional needs.
