DEPT OF AGRICULTURE DETERIORATING SERVICES

During last week's meeting with Department of Agriculture, Water and the Environment executives, it was clear that budgetary constraints are preventing deployment of additional resources to meet a 'surge' in document assessments and inspections. The inevitable result will be that services will continue to deteriorate - READ MORE

FTA will continue to engage at departmental executive level and will escalate concerns to the Minister for Agriculture, Drought and Emergency Management David Littleproud.

The department offers a scheme where claims can be made against it for actions that caused financial harm to the importer. Members have reported submitting claims and not receiving any correspondence for over 6 months. It is important to note that there are specific criteria that must be met for a claim to be considered defective administration which can be found on the Dept of Finance website. It is strongly recommended you check this criteria and confirm eligibility prior to submitting a claim.
NO TOYS FOR CHRISTMAS

We wait with interest to see what happens next at Patrick (noting that the current truce with the Maritime Union of Australia concludes today, 1 December 2020). FTA / APSA will continue engagement with the Attorney General and will escalate our advocacy with key stakeholders, member associations and government to drive home the need for ports to be treated as an 'essential service'. In the interim, we joined Shipping Australia with a commentary in the Sunday Telegraph highlighting the risks of further operational disruption
STATES COLLABORATE TO FOCUS ON INFRASTRUCTURE SURCHARGES

In what is a positive development, FTA/APSA last week received formal advice that the state governments have agreed to engage with industry to provide a national approach to the matter of Infrastructure Surcharges. As determined at the Ministers at the Infrastructure and Transport Ministers meeting held on Friday 20 November (refer to the 14th Infrastructure and Transport Ministers Meeting Communique), the National Transport Commission (NTC) will lead reform and the development of 'voluntary national guidelines' to apply to stevedore infrastructure and access charges (both their introduction and increase) at Australia's container ports. 

The aim of this approach is to provide greater certainty and transparency for both stevedores and landside transport operators and support continued investment in terminal facilities. Based on the below revisions to stevedore tariffs effective 1 January 2021, perhaps they are taking note that regulators are watching them ! 
NEW TARIFF AT VICT

In an industry notice summarising charges, VICT reiterated a commitment to continually investing in their state-of-the-art automated terminal to increase productivity and efficiencies for both quayside and landside customers.Of note there is no further increase of on the existing $131.03 Infrastructure Surcharge.   
NEW TARIFF AT DP WORLD AUSTRALIA 

As a part of our direct engagement with DP World Australia executive, confirmation was received that the revised tariff reflect no further increase to Infrastructure Surcharges (Terminal Access Charges).

EMPTY CONTAINER PARK UPDATE

Advice from members and shipping lines is that high import volumes are expected well past Christmas and possibly past Chinese New Year (mid February). So without more positive action by shipping lines to deploy large capacity sweeper vessels to evacuate empties, the ECP situation will not improve as it would seem a 1:1 or 1:1.5 exchange will not provide the necessary operational relief. - READ MORE

MOVING TOWARDS CARBON-NEUTRAL SHIPPING WITH MAERSK ECO DELIVERY
Thank you to NICK STREET, (Commercial Planning Manager - Maersk Oceania) for his commentary in the Spring 2020 edition of Across Borders.
For Maersk, decarbonising is not an option but a necessity and that's why in December 2018 we set an ambition to have carbon neutral marine operations by 2050, far beyond any regulatory frameworks in place today.

This means that we ultimately want to achieve zero net-emissions from our vessel operation by 2050. As a mid-term target, we will reduce CO2 emissions by 60% reduction per container transported by 2030 (2008 baseline).

Customs Broker Licensing Period - 1 April 2020 to 31 March 2021
 
In response to the renewed and high demand for 'face to face' events, we are delighted to advise that we have secured an additional room for our NSW CPD Border Compliance Program at the Novotel Brighton Le Sands on Friday 5 February 2021.

Live presentations will be streamed to this room, where delegates will be hosted by an FTA representative and join peers with an opportunity to participate in question time.

NOTE: This contingency will only be needed if the current 4 sqm social distancing ruling remains in place at the time of the event. If the distancing reduces to 2 sqm we will bring all delegates together in the Ballroom as per previous events.

The revised dates for our events fall within the 2020/2021 customs broker licensing period (1 April 2020 to  31 March 2021) and will continue to provide 24 CPD points. 6 additional CPD points will need to be obtained in Stream A.

Please note the status of each event is due to the current 4m Covid distancing requirements. Should these requirements be eased capacity at these events will be increased.
