WEEK IN REVIEW
GOVERNMENT AND INDUSTRY FOCUS ON A 2021 ECONOMIC RECOVERY
ACROSS BORDERS - EDITION 1 2021 NOW AVAILABLE
Due to a range of international and domestic operational factors experienced over the last 12 months, APSA and FTA members experienced exorbitant costs arising from shipping line administered congestion surcharges, staged movements to dehire containers and vehicle booking fees to stevedores and empty container park operators.
This cost being above and beyond existing freight rates (and record high 'spot' rates), Terminal Handling Charges and other pre-existing surcharges. As a part of a government-led reform process, we will be providing detailed evidence to the upcoming Productivity Commission and Australian Competition and Consumer Commission (ACCC) reviews.
Importantly, our advocacy will also focus on business continuity for the air cargo and the perishable goods export sector, biosecurity reforms and the emerging introduction of a Trade Single Window - an Australian Border Force led initiative to provide our future electronic interface to government. We were delighted to recently meet with the Assistant Minister for Customs, the Hon Jason Wood MP and thank him for elaborating on the economic recovery and border protection matters that we discussed in his detailed foreword to this edition of Across Borders

QUEENSLAND 3 DAY COVID-19 LOCKDOWN

SUEZ CANAL RE-OPENS - IMPLICATIONS FOR INTERNATIONAL TRADE
It was announced this morning that the Evergreen 20,000 TEU vessel, the Ever Given, has been refloated after blocking the Suez Canal since last Tuesday.  Reports anticipate that it will take several weeks, at least, for affected supply chains to return to normal. 

The BBC reports that approximately 370 ships are waiting to transit the canal.  These include container, bulk, and tankers.  The Global Shippers Forum (GSF) is anticipating that the further disruption to flows of goods will bring more pressure on shippers on top of the continuing challenges from the COVID-19 pandemic. Already, some shipping lines are predicting another peak in spot rates and service disruptions to services lasting several months, due to equipment shortages and vessels being out of position.

To support members the GSF Secretariat is working on three specific activities: 1. Provision of information on revised schedules and expected arrivals at ports; 2. Media briefings raising awareness of the impacts of the closure for shippers and international trade; and 3. Monitoring market behaviour to identify changes to price, capacity and service performance
HANKYU HANSHIN EXPRESS TO ROLL OUT CARGOWISE ACROSS GLOBAL NETWORK
Japanese multinational company Hankyu Hanshin Express has signed an agreement with WiseTech Global to roll out leading logistics execution platform CargoWise across its logistics network. An industry-leading logistics service provider, Hankyu Hanshin Express manages integrated air and sea freight transportation, providing comprehensive supply chain management spanning customs clearance through to storage and management and logistics consulting. CargoWise will be rolled out globally across 25 countries and will be used by over 2,000 logistics professionals. VOLUNTARY PORT OF MELBOURNE PERFORMANCE MODEL (VPPM)
FTA / APSA have written to DP World Australia noting the magnitude of the Terminal Access Charge increase (11% imports / 12.5% exports) at the Port of Melbourne with a proposed implementation date of 1 May 2021 seeking prescriptive detail as to whether this is a measure to offset a further reduction in quayside rates to DPWA commercial client shipping lines and / or necessitated by other specific operational factors.

In the absence of any commercial ability to influence the quantum of the Terminal Access Charge (being a 'take it or leave it' proposition as referenced in the ACCC Container stevedoring report 2019-20) and in line with the intent of the VPPM, FTA / APSA also request a further detailed explanation for the increase including disclosure, supporting information and data justifying the full cost structure of the total fee to be applied effective 1 May 2021.
MEETING THE MINISTER - DISCUSSING REFORMS
FTA / APSA yesterday joined peak industry body colleagues at the Freight Logistics Advisory Council (FLAC) hosted by the Hon. Paul Toole Minster Toole (NSW Minister for Regional Transport and Roads).

The three hour forum addressed a wide range of matters in line with the Transport for NSW 2021 /22 planning with several items of significant importance to members including progress of a 'Freight Community System', development of solutions to address empty container supply chain issues and a review of the PBLIS Mandatory Standards. The forum also included a facilitated workshop examining strategies to increase rail utilisation - stay tuned for an official communique.
UPDATE TO SEA CONTAINER MEASURES TO PROTECT AGAINST KHAPRA BEETLE
The Department of Agriculture, Water and the Environment (the department) has issued an updated Industry Advice Notice 48-2021 dealing with the measures to be taken on sea containers to protect Australia against Khapra Beetle.These updates can be found at: awe.gov.au/khapra-containers.
CUSTOMS TARIFF AMENDMENT (INCORPORATION OF PROPOSALS AND OTHER MEASURES) ACT 2021
The Australian Border Force of Australian Customs Notice ACN2021/12 outlining important amendments to the Customs Tariff Act 1995

These amendments have been enacted  by way of the Customs Tariff Amendment (Incorporation of Proposals and Other Measures) Act 2021 

The legislation includes amendments to:
  • Removal of the $12,000 special duty on used and second-hand motor vehicles
  • New tariff classifications for formulated caffeinated beverages, formulated sports food and formulated supplementary foods
  • Vitamin and mineral products
  • Wheeled garbage bins
  • Metal profiles and pipes
  • Technical amendments
  • Statistical Code Changes 1 April 2021

TRAINING 
SECTION 77G DEPOT

Notice 2019/27 (condition 28) states Section 77G Deport licence holders must provide adequate training to make staff aware of their obligations in dealing with goods subject to the control of Customs.

CONTENT - the Section 77G Depots - Obligations Course provides operational staff with practical learning outcomes to be able to complete day to day activities with confidence that they are compliant with statutory requirements.

FREQUENCY - we recommended that staff complete this course at induction and at a minimum, review annually to remain up to date with regulatory requirements.

COST - $48 (further discounts apply for FTA members)

APPROVED ARRANGEMENTS

Approved Arrangements, previously known as Quarantine Approved Premises (QAPs) and Compliance Agreements, are voluntary arrangements entered into with the Department of Agriculture, Water and the Environment.

These arrangements currently allow operators to manage biosecurity risks and/or perform the documentary assessment of goods in accordance with departmental requirements, using their own sites, facilities, equipment and people, and without constant supervision by the department and with occasional compliance monitoring or auditing.

CONTENT - to secure an Approved Arrangement (AA) accreditation, staff are required to undertake the prescribed training course containing the following two subjects:

  • Biosecurity Awareness - provides an introduction to biosecurity in Australia and prepares staff to recognise the biosecurity risks and how these are addressed by the key stakeholders, including the department.
  • Approved Arrangement Accreditation for AA Accredited Persons - provides the skills and knowledge required for staff to undertake their role as an Accredited Person within an AA - in this course, staff will be introduced to the requirements for Classes 1 to 8 and 10 to 14 AAs, and responsibilities in identifying and reducing biosecurity risks at AA sites.

FREQUENCY- We recommended that staff complete this course at induction and at a minimum, review annually to remain up to date with regulatory requirements.
