WEEK IN REVIEW
THE ALLIANCE CONTINUES TO GROW - QUEENSLAND MAGNESIA
We are delighted to advise that QMAG Pty Limited (Queensland Magnesia) is the newest member to join the Australian Peak Shippers Association (APSA).
 
Their mining, pre-concentration and beneficiation of magnesite, occurs at their Kunwarara deposit, located 65km north of the Central Queensland town of Rockhampton. 
The material is then transported to the Parkhurst production facility located on the outskirts of Rockhampton for downstream processing, where finished magnesia products are dispatched to their customers throughout Australia and globally.
QMAG utilise a wide range of packaging, storage and transport solutions such as road, rail, bulk ships ex Gladstone and approximately 7,000 TEU per annum through Brisbane's Port.

This is an important development for APSA giving our alliance a further diversification of Australian product and geographic location of goods origin.

REMOVAL OF PORT BOTANY CONGESTION SURCHARGES
Following last month's member notice and broader advocacy, several major shipping lines have removed the impost of their Port Botany Congestion Surcharges (PCS) - following the trend, we were delighted last week to see:
  • Mediterranean Shipping Company (MSC) removing their Congestion Surcharge (CGS) for all cargo moving from United States of America to Australia with effect from 9th April 2021 (based on the day in which the container is received by MSC in the ramp or port); and
  • Hyundai Maritime Marine (HMM) removing their PCS as applicable to all export and import cargoes from/to Sydney, on the vessels with ETD of 10 April 2021 and after, based on pro forma date of departure.

US FEDERAL MARITIME COMMISSION (FMC)

CONTAINER DETENTION

Clearly some lessons to be learnt in an Australian context "fix the problems rather than charging port users" - we need to follow the US regulator where no longer can shipping lines or their contracted parties charge unfairly for congestion, demurrage or detention when delays are out of the control of the importer / exporter - PODCAST EXTRACT ON CONTAINER DETENTION AVAILABLE HERE (10 mins)
VOLUNTARY PROTOCOLS ARE FAILING TO PROTECT VULNERABLE SUPPLY CHAINS
We are not arguing about the amount of the Infrastructure Surcharges (now more accurately described as Terminal Access Charges) – this is something only the shipping lines can debate with the stevedore. We are requesting Stevedores stop charging transport companies (via the VBS). It is an abuse of market power & unreasonable to impose a charge on a party that has no say; cannot negotiate the charge and cannot go elsewhere to collect the container - HAVE YOUR SAY
MEETING WITH SENATOR BEN SMALL
Over lunch I raised a number of issues currently impacting our industry, from the need for continuation of the International Freight Assistance Mechanism, the current review by the Productivity Commission into Australia's supply chain and the need to sensure our exporters and importers have uninterrupted access to supply.

TRAINING 
SECTION 77G DEPOT

Notice 2019/27 (condition 28) states Section 77G Deport licence holders must provide adequate training to make staff aware of their obligations in dealing with goods subject to the control of Customs.

CONTENT - the Section 77G Depots - Obligations Course provides operational staff with practical learning outcomes to be able to complete day to day activities with confidence that they are compliant with statutory requirements.

FREQUENCY - we recommended that staff complete this course at induction and at a minimum, review annually to remain up to date with regulatory requirements.

COST - $48 (further discounts apply for FTA members)

APPROVED ARRANGEMENTS

Approved Arrangements, previously known as Quarantine Approved Premises (QAPs) and Compliance Agreements, are voluntary arrangements entered into with the Department of Agriculture, Water and the Environment.

These arrangements currently allow operators to manage biosecurity risks and/or perform the documentary assessment of goods in accordance with departmental requirements, using their own sites, facilities, equipment and people, and without constant supervision by the department and with occasional compliance monitoring or auditing.

CONTENT - to secure an Approved Arrangement (AA) accreditation, staff are required to undertake the prescribed training course containing the following two subjects:

  • Biosecurity Awareness - provides an introduction to biosecurity in Australia and prepares staff to recognise the biosecurity risks and how these are addressed by the key stakeholders, including the department.
  • Approved Arrangement Accreditation for AA Accredited Persons - provides the skills and knowledge required for staff to undertake their role as an Accredited Person within an AA - in this course, staff will be introduced to the requirements for Classes 1 to 8 and 10 to 14 AAs, and responsibilities in identifying and reducing biosecurity risks at AA sites.

FREQUENCY- We recommended that staff complete this course at induction and at a minimum, review annually to remain up to date with regulatory requirements.
