VICT MUA INDUSTRIAL ACTION
Victoria International container Terminal (VICT) has received formal notice that the Maritime Union of Australia (MUA) will proceed with Protected Industrial Actions consisting of the following stoppages:
  •  12 hour stoppage starting at 00:01 on Saturday 1st May
  •  12 hour stoppage starting at 00:01 on Monday 3rd May
Responding to a need for reform and business continuity, APSA has provided a submission to the Australian International Trade & Transport Industry Development Fund Ltd (AITTIDF) to fund an economic assessment of the impact of 'disruptive events' (further detail about the AITTIDF is available in the most recent edition of Across Borders / article available HERE)

As well as supporting advocacy (for the Federal Government to initiate a formal waterfront industrial relations review to provide immediate and continued business continuity for what is an 'essential service' and our international gateway for major supply chains), the consultation, research and paper will also be a vital resource should industry representatives be called as an expert witness to quantify economic impacts of waterfront industrial action before the FWC - SHARE YOUR VIEWS HERE
FTA / APSA MINISTERIAL ADVOCACY LEADS TO A PROGRESSIVE AGENDA

As members will recall, Freight & Trade Alliance (FTA) and Australian Peak Shippers Association (APSA) representatives recently engaged with representatives from Prime Minister & Cabinet (PM&C), the Hon. Ben Morton MP (Assistant Minister to the Prime Minister and Cabinet), the Hon. David Littleproud (Minister for Agriculture, Drought and Emergency Management) and Mr Rob Delane (Inspector-General of Biosecurity).

FTA / APSA ENGAGEMENT WITH THE NSPECTOR-GENERAL OF BIOSECURITYIn

In line with our executive engagement, the Federal Government announced a trial scheme that aims to reduce red tape and biosecurity regulatory costs for importers and agricultural businesses. 

This proposal will involve the design and delivery of up to three pilots with highly compliant entities to test the ability to manage end to end biosecurity risks across importer supply chains. This will reduce regulatory intervention and associated costs for these entities and other entities who invest heavily in commercial quality assurance systems and have a good track record of biosecurity compliance – further detail is available in the Joint Ministerial Media Release

We look forward to working with representatives from the Department of Agriculture, Water and the Environment and will provide further detail in terms of the scope of the initiative, how to apply to participate in the initial pilot and expansion plans beyond initial participants.

AUSTRALIAN PARLIAMENTARY INQUIRY INTO EXPANDING MEMBERSHIP OF THE CPTPP

REQUEST FOR INPUT - ISRAEL TRADE AND INVESTMENT FEASIBILITY STUDY
DFAT is undertaking a feasibility study on how best to strengthen trade and investment with Israel, including possibly through a Free Trade Agreement (FTA). As a part of the feasibility study, DFAT is undertaking a public consultations process to capture the views of stakeholders with possible interests in expanding our economic relationship with Israel.

"To inform the study, DFAT would welcome a written submission from the Freight Trade Alliance. A view from the Alliance which captures perspectives across the international supply chain sector would be valuable. We are asking for submissions by 30 April."

TRAINING 
SECTION 77G DEPOT

Notice 2019/27 (condition 28) states Section 77G Deport licence holders must provide adequate training to make staff aware of their obligations in dealing with goods subject to the control of Customs.

CONTENT - the Section 77G Depots - Obligations Course provides operational staff with practical learning outcomes to be able to complete day to day activities with confidence that they are compliant with statutory requirements.

FREQUENCY - we recommended that staff complete this course at induction and at a minimum, review annually to remain up to date with regulatory requirements.

COST - $48 (further discounts apply for FTA members)

APPROVED ARRANGEMENTS

Approved Arrangements, previously known as Quarantine Approved Premises (QAPs) and Compliance Agreements, are voluntary arrangements entered into with the Department of Agriculture, Water and the Environment.

These arrangements currently allow operators to manage biosecurity risks and/or perform the documentary assessment of goods in accordance with departmental requirements, using their own sites, facilities, equipment and people, and without constant supervision by the department and with occasional compliance monitoring or auditing.

CONTENT - to secure an Approved Arrangement (AA) accreditation, staff are required to undertake the prescribed training course containing the following two subjects:

  • Biosecurity Awareness - provides an introduction to biosecurity in Australia and prepares staff to recognise the biosecurity risks and how these are addressed by the key stakeholders, including the department.
  • Approved Arrangement Accreditation for AA Accredited Persons - provides the skills and knowledge required for staff to undertake their role as an Accredited Person within an AA - in this course, staff will be introduced to the requirements for Classes 1 to 8 and 10 to 14 AAs, and responsibilities in identifying and reducing biosecurity risks at AA sites.

FREQUENCY- We recommended that staff complete this course at induction and at a minimum, review annually to remain up to date with regulatory requirements.
