FTA and APSA want shipping lines to be required to give a minimum 30 days' notice of pricing changes. This would match regulation in the US.

USA CONGRESS TO ADOPT SHIPPING ACT REFORMS IN RESPONSE TO UNPRECEDENTED DISRUPTION TO THE OCEAN SHIPPING NETWORK
Following the FTA/APSA podcast with Commissioner Rebecca Dye (USA Federal Maritime Commission) on 8 April 2021, we have been advised by NITL's GSF representative that a wide-ranging inquiry into shipping services operating into and out of the USA has been officially announced.

A VOLUNTARY ARRANGEMENT TO FAVOUR EXPORTERS AND IMPORTERS ... SERIOUSLY?

IT'S TIME FOR REGULATION

The VPPM or any similar voluntary monitoring process will mean that stevedores will continue to receive revenue from the transport sector with the minor inconvenience in the form of another level of bureaucracy before implementing each increase. Continuation of such voluntary performance arrangements also poses the risk of giving tacit approval to this unwarranted cost recovery method on third parties.
You do not have to be Nostradamus to see that empty container parks will also continue ratcheting up their charges on transport operators too – and why not? Stevedores have highlighted that it's an effective model to collect revenue from vehicle booking systems rather than negotiating increases with clients.- FULL ARTICLE HERE

INTERNATIONAL FREIGHT ASSISTANCE MECHANISM (IFAM) - UPDATE
Sal Milici, Head of Border & Biosecurity, Freight & Trade Alliance (FTA) attended a briefing last week on the current status of the assistance being provided by government through the IFAM program.

Current stats show that flight numbers have increased by some 150 flights a week. However this is almost entirely due to the creation of the Australia New Zealand travel bubble. These flights in general are operated with narrow body aircraft which are almost fully loaded and as a result there is no meaningful additional freight capacity.
 
More broadly freight capacity has been quite stable for the last few months and it is not anticipated that there will be any change to flight capacity even if more passengers are allowed to fly as there is plenty of seat capacity still available.
 
As at  April 2021 airfreight costs sit at 1.5 – 3.4 times pre-COVID rates and up to 4.1 times for some carriers or 5.2 times for some destinations from Perth. Prior to IFAM the rates were up to some 3.6 to 16 times higher than pre COVID. IFAM are extremely pleased with the adjustments their assistance has provided. 

It is however essential that all parties look to alternate means of moving their freight as the IFAM program cannot be expected to be ongoing. IFAM are already seeing proactive steps on these lines.
 
The proposed broader opening of international travel was also clarified with some interesting data.

Currently there is a capacity of some 116,000 seats per week are inbound to Australia, however only 6000 seats are occupied.


So the opinion is that any opening of international borders is not expected to result in increased flights as there are some 110,000 seats per week empty on current scheduled flights. It was also made clear that any opening of international borders would be contingent on a successful rollout of a national vaccine program. 

Again we were reminded that IFAM funding is not permanent and has a sunset date of 31 October 2021.

FTA will continue to monitor the situation in conjunction with input from members and the wider industry. Should there be a need or further extensions, FTA will champion this cause through the respective channels.

FREIGHT & TRADE ALLIANCE PRESENTS AT THE  FRUIT GROWERS TASMANIA, AUTUMN MARKETS INSIGHTS WORKSHOPS
At the invitation of Fruit Growers Tasmania, Tony Vinson, Head of International Freight & Logistics at Freight & Trade Alliance (FTA) recently spoke at their Autumn Markets Insight workshop series.
The workshops were held at the Royal Yacht Club in Sandy Bay, Hobart and the Gateway Hotel, Devonport on Monday 17 May, and Tuesday 18 May 2021.
Tony's presentation - Australian Freight Logistics - Insights into the International Freight situation short and medium term provided provided Tasmanian fruit and vegetable growers with a clear understanding of the challenges importers and exporters are facing within the sea freight and air freight market dynamics.
The presentation covered a variety of topics including shipping line - airline freight rates, vessel schedules, schedule reliability, equipment shortages, port congestion, the Suez Canal impact on supply chains, effects of industrial action, and terminal access fee increases.

FTA were honored to be invited to attend these forums and continues our commitment to our Tasmanian colleagues and builds on the work we have done through forums and events with the Tasmanian Logistics Committee
REVISED SCHEDULE AND UPDATE ON IMPLEMENTATION OF THE URGENT ACTIONS FOR KHAPRA BEETLE (TROGODERMA GRANARIUM)
As you would be aware, the Department of Agriculture, Water and the Environment (the department) is implementing urgent actions to reduce the likelihood of khapra beetle (Trogoderma granarium) entering Australia. The urgent actions are being implemented in 6 phases. Phases 1 to 5 address the risk of khapra beetle entering on imported plants and plant products. Phase 6 addresses the risk of khapra beetle entering as a hitchhiker pest in sea containers. - READ MORE

TRAINING 
SECTION 77G DEPOT

Notice 2019/27 (condition 28) states Section 77G Deport licence holders must provide adequate training to make staff aware of their obligations in dealing with goods subject to the control of Customs.

CONTENT - the Section 77G Depots - Obligations Course provides operational staff with practical learning outcomes to be able to complete day to day activities with confidence that they are compliant with statutory requirements.

FREQUENCY - we recommended that staff complete this course at induction and at a minimum, review annually to remain up to date with regulatory requirements.

COST - $48 (further discounts apply for FTA members)

APPROVED ARRANGEMENTS

Approved Arrangements, previously known as Quarantine Approved Premises (QAPs) and Compliance Agreements, are voluntary arrangements entered into with the Department of Agriculture, Water and the Environment.

These arrangements currently allow operators to manage biosecurity risks and/or perform the documentary assessment of goods in accordance with departmental requirements, using their own sites, facilities, equipment and people, and without constant supervision by the department and with occasional compliance monitoring or auditing.

CONTENT - to secure an Approved Arrangement (AA) accreditation, staff are required to undertake the prescribed training course containing the following two subjects:

  • Biosecurity Awareness - provides an introduction to biosecurity in Australia and prepares staff to recognise the biosecurity risks and how these are addressed by the key stakeholders, including the department.
  • Approved Arrangement Accreditation for AA Accredited Persons - provides the skills and knowledge required for staff to undertake their role as an Accredited Person within an AA - in this course, staff will be introduced to the requirements for Classes 1 to 8 and 10 to 14 AAs, and responsibilities in identifying and reducing biosecurity risks at AA sites.

FREQUENCY- We recommended that staff complete this course at induction and at a minimum, review annually to remain up to date with regulatory requirements.
