FTA/APSA ADVOCACY UPDATE STEVEDORE - TERMINAL ACCESS CHARGES
FTA / APSA are continuing advocacy to the Federal and State Governments noting that whilst Free Trade Agreements, the Simplified Trade System and similar reforms are welcomed, they count for little in an environment of limited shipping capacity, record high freight rates / surcharges and rapidly increasing costs imposed by shipping line contracted stevedores and empty container parks. ... READ MORE
URGENT INTERVENTION REQUIRED TO PREVENT SUPPLY-CHAIN CRISIS
Despite constructive engagement with NSW government and port representatives there are no obvious, workable contingency measures in an environment whereby Patrick are maintaining their position of cancelled rail windows. We are meeting with the Patrick CEO and executive team tomorrow. We do not expect that they will deviate away from their position, nor are we confident that that they and the MUA are likely to settle their differences after what has been an extensive and prolonged negotiation.  

In line with key recommendations in our formal submission to the Productivity Commission's Inquiry into Vulnerable Supply Chains, FTA / APSA are escalating advocacy to the Attorney General for immediate FWC intervention and for the Federal Government to initiate a broader review on waterfront industrial relations.

FTA, APSA and the ALC have now received a response from the Queensland COVID-19 Vaccination Taskforce. Whilst not as positive as that received from the Minister for Health, WA. we appreciate the reply and trust that age limits will be reduced to the same as in WA as early as possible so as to include as many frontline logistics / supply chain workers as possible. see the full response HERE
EXTENSION TO THE COVID-19 TARIFF CONCESSION FOR MEDICAL AND HYGIENE GOODS
The Government has extended the duty concession available for imports of certain medical and hygiene products for use in combatting COVID-19 until 30 June 2022. The concession is currently provided for by Item 57B in the 4th Schedule of the Customs Tariff Act 1995. The extension to the duty concession will be provided by Item 57C and by-law no. 2100131. The extension to the duty concession operates from 1 July 2021 - READ MORE

Last week members experienced issues with delivery of messages using the Integrated Cargo System (ICS).

After discussion with the Australian Border Force, FTA received the following update from ABF executives.

Around 1300AEST on Wednesday 23 June a 're-routing solution' was successfully implemented and outbound message processing returned to normal.

Options for re-transmission of messages that have failed over the last 24 hours is under consideration.


On Thursday 24th FTA attended a meeting of the Integrated Cargo System Technical Working Group in which we requested details of the problem and remedial action.

In the meantime and to ensure that issues with ICS messaging are mitigated its vital the new email address (see below) is whitelisted in your email server.

BMSB SEASON 2021 / 22
No sooner does one season end and we are getting ready for the next - again for this coming season the Department of Agriculture, Water and the Environment is requiring ALL overseas treatment providers to re apply for accreditation for the 2021/22 season.

This same requirement was in place last year and initial take up was very slow many providers were not registered when the season commenced.

TRAINING 
Freight & Trade Alliance (FTA) has partnered with the WiseTech Academy to provide *cost-effective, high quality and easy to use e-learning accreditation to support compliance for staff working at licensed depots and Approved Arrangement facilities (*discounts apply for FTA members).

SECTION 77G DEPOT

Notice 2013/56 (condition 28) states Section 77G Deport licence holders must provide adequate training to make staff aware of their obligations in dealing with goods subject to the control of Customs.
CONTENT - the Section 77G Depots - Obligations Course provides operational staff with practical learning outcomes to be able to complete day to day activities with confidence that they are compliant with statutory requirements.
FREQUENCY - we recommended that staff complete this course at induction and at a minimum, review annually to remain up to date with regulatory requirements.

APPROVED ARRANGEMENTS

Approved Arrangements, previously known as Quarantine Approved Premises (QAPs) and Compliance Agreements, are voluntary arrangements entered into with the Department of Agriculture, Water and the Environment (the department).
These arrangements currently allow operators to manage biosecurity risks and/or perform the documentary assessment of goods in accordance with departmental requirements, using their own sites, facilities, equipment and people, and without constant supervision by the department and with occasional compliance monitoring or auditing.
CONTENT - to secure an Approved Arrangement (AA) accreditation, staff are required to undertake the prescribed training course containing the following two subjects:
  • Biosecurity Awareness - provides an introduction to biosecurity in Australia and prepares staff to recognise the biosecurity risks and how these are addressed by the key stakeholders, including the department.
  • Approved Arrangement Accreditation for AA Accredited Persons - provides the skills and knowledge required for staff to undertake their role as an Accredited Person within an AA - in this course, staff will be introduced to the requirements for Classes 1 to 8 and 10 to 14 AAs, and responsibilities in identifying and reducing biosecurity risks at AA sites.
FREQUENCY- We recommended that staff complete this course at induction and at a minimum, review annually to remain up to date with regulatory requirements.
