SHIPPING CRISIS: INDIAN SUB-CONTINENT  & MIDDLE EAST
FTA / APSA are receiving feedback that while many members have contract rates in place to nominated ports, many shipping lines advise bookings are not being accepted until further notice as there is no space from Far East transhipment ports.

Exporters and freight forwarders have tried booking under the carrier "spot" rates but there reportedly no bookings being accepted here either. As the Indian Sub-continent and Middle East Gulf are sizeable markets for Australian exporters the lack of space or perceived effort by the shipping lines in providing some indication when this will be resolved is of concern.

We are hearing direct from members that farmers are being forced to stockpile bumper crops as there are rapidly diminished (if any) viable services to reach these key markets.

While the mooted free trade agreement with India is welcome, it will count for little if we cannot transport freight to this and other key markets – the federal government needs to get back to basics and help us sort out the shipping crisis before spending much more energy on other trade liberalisation measures.

The Australian Peak Shippers Association had attacked the fact shipping lines are not controlled by compeitition laws and has called for a federal inquiry and the creation of a maritime regulator.


APSA director Paul Zalai said "if the government is sold on the need to give shipping lines continued exemptions from the Competition and Consumer Act, then we will clearly need a federal maritime regulator to oversee proceedings to safeguard the commercial viability of Australian exporters and importers".

AUSTRALIAN FINANCIAL REVIEW (17 October 2021) - Ports 'awash with containers' but wrong type and size 

Paul Zalai, director of the Freight and Trade Alliance, said that while shipping lines were happy to provide container services to exporters on routes to China and south-east Asia so that they could reload ships to go on to the US and Europe, they were less keen on going to India, the Middle East or Africa.
REPORTING SUSPICIOUS BEHAVIOUR TO THE ACCC

As outlined in our report into the official investigation into international containerised shipping practices, the ACCC has requested feedback on suspicious behaviour that may indicate anti-competitive behaviour. Reports can be provided to the ACCC, including anonymously if preferred, via https://www.accc.gov.au/contact-us/contact-the-accc

FTA and APSA members of any size can use the 'small business' contact point, selecting the option corresponding on number of  employees. The ACCC find that larger businesses often write rather than use their website contact form. FTA and APSA are assured that all contacts are centrally reviewed by the ACCC regardless of how they are made.
 
On the ACCC website form there is a tick box for if the party wishes to remain anonymous, however to assist with the ACCC assessment of the issue, it is preferred if members could still provide a name (even if only a first name) and note what type of party is making the complaint – eg. freight forwarder, importer/exporter etc. Obviously if members choose to remain anonymous, it can make it difficult for the ACCC if they need to seek further information to make an assessment of the alleged conduct or to respond to members enquiries.
THE NEW BIOSECURITY PORTAL - A USER'S EXPERIENCE
FTA is hosting a webinar tomorrow with the Department of Agriculture, Water and the Environment (the department) to demonstrate the new Biosecurity Portal.

This exciting new evolution will allow members to book, view and manage inspections at any time from a centralised, online location. This topic will provide Stream A CPD points. The quantum will be assessed upon final review and assessment of training materials.

DAWE - Industry Information Session
Class 19 AAs: Non-compliance relating to Khapra Beetle
 
The Department of Agriculture, Water and the Environment (the department) will be holding an ' Industry information session on Tuesday 19 October (14:00 to 15:00 AEDT).

The content of the information session will focus on common non-compliance under the Class 19 AAs in relation to Khapra beetle measures, and details about phase 3 implementation affecting the arrangements.

Please note this is an information session only and is NOT A MANDATORY CBC SESSION.

SIMPLIFIED TRADE SYSTEM
As members will recall, FTA / APSA representatives met The Hon Dan Tehan (Minister for Trade, Tourism and Investment) on 2 June 2021 with a key discussion item being the preliminary government and industry co-design project concepts associated with the Simplified Trade System (STS) - refer HERE

On 18 June 2021 Minister Tehan, announced Mr Randall Brugeaud would lead the STS Taskforce, commencing on 1 July to review international trade regulations and modernise outdated ICT systems, to assist more than 57,000 Australian exporters, and more than 380,000 importers - refer HERE

FTA / APSA representatives had an exclusive meeting yesterday (13 October 2020) with Mr Brugeaud and the executive team from the STS Taskforce to establish an information and engagement strategy to ensure members can have a say and remain at the cutting edge of emerging reforms.
