DIGITAL CERTIFICATES - A NEED FOR REFORM |

Freight & Trade Alliance (FTA) has received advice from members that digital certificates (mandated for communications to the Integrated Cargo System [ICS]) have significantly increased in price as per the below table. The supplier of digital certificates states in a customer notice that the above reflects the increasing cost to provide this service, especially in the face of unprecedented global inflation.
This only adds weight to our advocacy for the need to move away this dated comms technology (first deployed in 2004 / 2005 to interface with the ICS) and will feature in our preliminary submission as a part of the Simplified Trade System (STS). In response to members concerns, realistically we will not be able to achieve any change before the scheduled February 2022 price increase. |

The new year will see the commencement of the Regional Comprehensive Economic Partnership Agreement and the introduction of the 2022 harmonised system changes. In 2022 traders will also at some stage welcome the introduction of the Australia – UK free trade agreement.

The 2021 end of year message from the Executive Director of the Australian Industrial Chemicals Introduction Scheme made the following reference:
Our compliance monitoring work resulted in over 931 businesses registering with us for the 2021 registration year, with a further 594 adjusting their registration level. Total registrant numbers increased from last year by 1% to 7,921. We also screened 15% of pre-introduction reports submitted for the reported introduction category.
We detected 19 instances of non-compliance with industrial chemical categorisation requirements and managed close to 200 contraventions of the Industrial Chemicals Act. While we resolved most of these administratively, we managed a small number of serious offences using our regulatory powers. We also gave support to close to 8,000 registrants to help them better understand their annual declaration obligations |

2022 HARMONIZED SYSTEM CHANGES |

Changes to the Harmonized system to come into effect on 1 January 2022 may also impact current Tariff Concession Orders (TCO's) and subsequently your clients imports - check out the changes and TCO concordance HERE |

Changes to the Harmonized system effective 1 January 2022 will also have an impact on those importing bulk synthetic greenhouse gases - |

The tariff classifications for import of bulk hydrofluorocarbons (HFCs) will change from 1 January 2022 as part of the 2022 Harmonized System changes. Expanded tariff classifications will allow differentiation of the types of HFCs and HFC blends imported. The changes will support the global phase-down of HFCs, which are potent greenhouse gases. HFCs are controlled substances under the Ozone Protection and Synthetic Greenhouse Gas Program and require a licence and quota to import into Australia. Bulk HFCs were mainly imported under tariff classification 2903.39 for unblended gases and 3824.7 for blended gases. These codes are being retired and new, expanded codes have been created. Importers will need to identify the specific type or blend of HFC being imported to allow for correct classification. SHIPPING LINE DETENTION POLICY - CHRISTMAS / NEW YEAR |

Freight & Trade Alliance (FTA) have reached out to major shipping lines to ascertain their approach to any relief / waivers of detention over the Christmas / New Year period.
Given that we will have a 4 & 3 day break respectively, this will put added pressure on transport companies to collect full containers and return empty containers within the opening hours of the terminals and empty parks.
The information received is correct at time of release, however we suggest you maintain close liaison with the respective shipping lines should your clients require extra relief.
When speaking to the various lines most of them indicted that they would work closely with their customers over this period. - see HERE for the list of responses |
