UPDATE - advocacy activity relating to shipping competition and container detention
Whilst US Federal Maritime Commissioner Dye's report came up with much valuable detail, FTA/APSA are left questioning her conclusion that vigorous international shipping competition exists.

LOGISTICS
Empty Container Park capacity
Transport operators are (understandably) charging for re-directions, re-booking slots, lift on / lift off and staging / storage costs. Rather than compensating importers in these instances where empty container parks are full and "re-directions" apply, the shipping lines continue to ignore our call for voluntary extended detention periods. Result is that they are continuing to force members to plea / beg / argue a case for a relief in container detention fees. Until we get some level of regulation, all importers should factor in a considerable additional container detention payment in their landed cost calculations.

Ongoing delays for Biosecurity Inspections
Whilst not the ideal option, coming at an additional expense and perhaps at times outside regular importer operating hours, the department is committed to continue to support over-time, including week-ends noting that this option is currently largely under utilised.

Treatment provider facilities reaching capacity
Offshore biosecurity treatments are being by-passed to take shipping capacity when on offer leaving onshore treatment facilities  heavily congested. Price and Speed in Sydney will not accept any more containers for treatment for 48 hours (effective today).

Australian Sea Cargo Operational Highlights - summary

Global Outlook
 
  • Sea Freight recovery underway at Shanghai port after the inevitable supply chain hangover from two months of hard lockdown.
  • Vessel delays and port congestion West Coast USA appears to have eased for the short term 
  • Northern European ports continue to see vessel delays and port congestion which is creating cause for concern
  • China COVID policy and China shutdowns continue to create transport and supply chain bottlenecks even though port terminals remain operational. 
  • A new study from Copenhagen-based Sea-Intelligence shows the dire schedule reliability among container lines, where 70% of ships arrive late.
  • Costs impacts from significant rise in fuel prices are being reflected in BAF rate increases for July 2022. 
  • Freight rates have remained steady however several GRI's have been imposed by carriers on certain trade lanes ex Australia.
  • East Coast Australia weather conditions creating continued port delays and carrier-imposed port rotations. 
  • The new A3X carrier service ex China to Brisbane-Sydney will begin its first voyage being the Spirit of Hong Kong V.001S from Shanghai in June 2022.
  •  World Container Index as calculated by Drewry has seen a further overall decrease in recent weeks of 3.5 % to $7,625.56 USD per 40FT container
