Freight & Trade Alliance (FTA) has long advocated for improved levels of engagement with the Australian Border Force (ABF) in circumstances whereby cargo is subject to a HOLD. In a bi-lateral FTA and ABF executive meeting last week in Canberra, it was agreed that licensed customs brokerages (that are accredited Australian Trusted Traders) are permitted to contact their account manager if cargo is "unreasonably delayed". The ABF Account Manager will investigate the nature of the HOLD and will take further action in prescribed circumstances. FTA has incorporated this detail in a comprehensive member notice that also addresses: - storage concession arrangements (including the restricted scope and exclusions);
- variations to arrangements at container ports nationally;
- statutory reporting requirements and late targeting notifications; and
- contacting the ABF (complaints, enquiries and feedback)
The CARGO HOLDS AND FCL STORAGE CONCESSIONS document is available HERE (FTA/APSA MEMBER LOGIN REQUIRED) IMPORTANT: Please also note that Martin Moseley (Superintendent Australian Trusted Trader, Customs Group, Australian Border Force) will further explain this arrangement at the upcoming FTA (CPD) Border Compliance Program events ((Sydney, Melbourne, Perth and Brisbane) - refer below |
