2023 Continued Biosecurity Competency (CBC)

The Department of Agriculture, Fisheries and Forestry (the department) has issued Industry Advice Notice 122/2023 with key dates and information for the 2023-24 Continued Biosecurity Competency (CBC).

The CBC pre-recorded webinar will be made available on the department's Learnhub platform from Wednesday 6 September 2023 and must be completed by Wednesday 18 October 2023.

A meeting last week with Michael Outram (Australian Border Force Commissioner) provided an opportunity to discuss the need for reform to replace aging systems to enhance border protection and trade facilitation measures. Importantly, there was a shared vision that these dual goals are not mutually exclusive. We look forward to ongoing collaboration to achieve world leading systems and processes.

International Shipping Line Notifications

SUPPLY CHAIN SNAPSHOT

Major ports are seeing container depots filling up with empty containers. According to Container xChange, the Container Availability Index (CAx) value has risen to 0.64 and has been above 0.6 since late December 2022

In the first quarter of 2023 the average sailing speed has slowed to 13.8 knots, down 4% year-on-year. According to BIMCO, sailing speeds could drop by up to 10% before 2025 – a symptom of lower global demand, shipping lines managing rate levels, and older vessels complying with IMO 2023 regulations. READ MORE

ESCS Program Update

The ESCS was established as a temporary initiative to assist stakeholders in navigating supply chain issues while connectivity to markets was volatile and capacity diminished and expensive.

 

With supply chains stabilising and exporters adjusting to the "new normal", ESCS will close as planned on 30 June 2023.

Updates to guidance documents on the Online Register for Modern Slavery Statements 

Changes made, in the main, were to reflect that the Modern Slavery and Human Trafficking function moved from the Australian Border Force to the Attorney-General's Department in late 2022. The updated 'Commonwealth Guidance for Reporting Entities' also provides further clarification on voluntary statements and the requirement for entities to consult with other entities that they own or control. These changes are minor in nature and don't change the current reporting requirements. The updated materials can be found on the Online Register for Modern Slavery Statements' Resources page.

Process Improvements - Unaccompanied Personal Effects (UPEs)

Through collaboration with the ABF, the Department of Agriculture, Fisheries and Forestry (DAFF) is implementing enhancements to improve the UPE process.

On Saturday 10 June 2023 the electronic referral of UPE consignments from the ICS to the Agriculture Import Management System (AIMS), and the automated application of directions, will be implemented. READ MORE

Key dates and information for the 2023-24 Continued Biosecurity Competency (CBC) period

Key dates for the Continued Biosecurity Competency (CBC) 2023-24 period have now been published on the CBC activities webpage.

The CBC webinar activity for this period will be pre-recorded and made available on the Learnhub platform from Wednesday, 6 September 2023. As a result of these changes, there will no longer be a requirement to register your attendance for the event. Accredited persons must ensure that they have set up and logged into their Learnhub account. It is recommended that accredited persons also complete the 'Introduction to Learnhub' training prior to accessing the CBC activity. READ MORE
