Australian Competition and Consumer Commission
Impact on competition of vertical integration by shipping lines

On Friday 8 September 2023, FTA / APSA received advice from the ACCC seeking feedback direct from FTA / APSA members about their experience with shipping lines, including those who also provide Freight forwarding | Road transport and Rail transport.

Your responses will assist the ACCC understand shipping and freight markets, including any impact on competition from vertical integration. Read more and complete the survey HERE

Proposed changes to Customs Broker Licensing conditions

The Australian Border Force (ABF) has been undertaking a review of conditions on customs broker licenses. Whilst the initial submission by FTA, incorporating previously supplied member feedback, has been incorporated into the revised summary more needs to be done. Sal Milici, FTA  recently caught up with Ryan Owens of DHL Global Forwarding to have a chat about a range of issues, including the release by Australian Border Force of the Second Round Customs Broker Conditions Review (see story in the Advocacy section above). Also managed to see Anthea Scarano albeit so briefly!

The Department of Agriculture, Fisheries and Forestry (DAFF) has issued Industry Advice Notice 122/2023 with key dates and information for the 2023-24 CBC.

The CBC pre-recorded webinar will be made available on the department's Learnhub platform from Wednesday 6 September 2023 and must be completed by Wednesday 18 October 2023.

Please NOTE it is essential that you log in and set up your Learnhub account prior the session goes live and  complete the topic "Introduction to Learnhub" before September's scheduled activity.

 


MANDATORY CONTINUING PROFESSIONAL DEVELOPMENT (CPD) MODULE

The Australian Border Force (ABF) have advised under the updated Australian Customs Notice No. 2023/23 that the mandatory CPD module is now available for completion.

ALL licensed customs brokers must complete this mandatory module by 31 March 2024

BIOSECURITY

Cargo Operations Snapshot 

The Department has advised industry that the Cargo Snapshot is currently under review for suitability and context.

While this review is undertaken the distribution of the snapshot will be paused. 

We will be in touch soon with further details.

Export systems expected outage

There will be an expected outage from 2:00 pm (AEST) until 11:59pm (AEST) Sunday 17 September 2023. The outage will affect the Export Documentation System (EXDOC), the Next Export Documentation System (NEXDOC), and the Plant Exports Management System (PEMS). READ MORE  

BICON - Non Commodity case review

The Department of Agriculture, Fisheries and Forestry has advised that the non-commodity case in BICON has undergone an internal review. The review resulted in improvements to the following areas of the case:

  • Questions have been updated to assist with navigation through the case.

  • Consistency and readability of import conditions.

  • Consistency and accuracy of onshore assessment and outcomes.

Members were recently invited to participate in a survey to inform the development of actions for a National Biosecurity Strategy Action Plan.
