FTA / APSA request that members continue to provide details of operational impacts, costs (both direct and indirect) and advise whether this detail can be publicly shared (or used on an anonymous / anecdotal basis). Like Shipping Australia, who have written to the Federal Industrial Relations Minister, FTA / APSA is aiming to provide evidence that is necessary for the Minister's intervention under Section 431 of the Fair Work Act 2009.

Carbon Leakage Review
The Department of Climate Change, Energy, the Environment and Water have advised industry of the Government's Carbon Leakage Review. The Review released a consultation paper on 13 November 2023. Submissions will be open until 12 December 2023. Industry can also attend a webinar on 22 November to gain further understanding.

A reminder that invoicing for domestic freight and international Terminal Service Fees has been delayed for reconciliation purposes, and we'll provide you with updates once we've confirmed expected timings for distribution.
"
The Sydney Gateway flyover on Qantas Drive is now open
The Sydney Gateway flyover on Qantas Drive is now open. The current right turn from Qantas Drive onto Sir Reginald Ansett Drive will be removed. Effective 19 Nov 2023, all vehicles heading east from the International terminal towards the Domestic terminal will be directed to the new Twin Arch Bridge. Airport Drive will be closed to all traffic heading east for further works to be completed.

Harmonised System (HS) review pushed out
The HS Review Committee has made a decision to extend the review cycle for the next edition of the HS to the year 2028. This means that the HS2028 edition will be sent to the WCO Council in June 2025 for approval and officially come into force as of January 1, 2028. The extension of the review cycle was done due to the exceptional circumstances of the covid pandemic and its effect on the negotiation cycle. This change will help to ensure that the HS2028 edition aligns seamlessly with the evolving needs of the global trade community.
