NEW GLOBAL MEASURES - AVOIDANCE OF CONTAMINATION OF CONTAINERS (UPDATE 13) - GSF UPDATE

PLEASE NOTE - the development of new global measures for the avoidance of contamination of sea containers by invasive pests and cargoes will have a significant impact on international trade operational and reporting practices.

UPDATE 1 - Verified Pest Prevention (VPP) declarations

There have been several significant developments since the last Freight & Trade Alliance and Australian Peak Shippers Association (APSA) notice (UPDATE 12) on 9 April 2024.

These have created a more complex position for shippers' interests as new global measures for the cleanliness of containers and avoidance of pest contamination reach pivotal points.

The following developments include:

  1. The draft CPM Recommendation on Sea Containers, that refers to the principles of Custodial Responsibility, was adopted.

  2. Clarification was obtained that the proposals for Customs declarations of container cleanliness to be made by importers were of a provisional nature, and a willingness to understand shippers concerns was expressed.

  3. CPM 18 agreed to an extension of the mandate for its Sea Containers Focus Group to 2027, and to the appointment of an additional representative of industry. I am pleased to say that GSF has been formally offered this position and can now be considered a full member of the Focus Group.
