Australian Strategic Fleet - Calls for Feedback

The Australian Government is reviewing the Coastal Trading Act (CTA), which regulates the licensing of vessels for coastal shipping between Australian ports. The CTA was introduced in 2012 to revive the declining Australian shipping industry, which now has 11 major trading vessels operating under general licences.

FTA/APSA will be making a submission and are seeking member feedback on these consultation papers to incorporate into a formal submission.

Michael Outram address to National Press Club

Paul Zalai, Director and Co-founder of the Freight & Trade Alliance (FTA) said it was an absolute privilege to be invited to listen to Michael Outram's valedictorian address at the National Press Club before his tenure as ABF Commissioner and Comptroller General of Customs comes to an end. An inspirational leader and a true gentleman. FTA look forward to working with the incoming Commissioner Gavan Reynolds AO upon him taking up the role.

The Safe Container Loading & Transport Practices seminars have kicked off in Brisbane and Toowoomba

Tom Jensen, Head of International Freight & Logistics at FTA | APSA said it was a privilege to present at these events that have been organised by Container Transport Alliance Australia (CTAA), along with partners Freight & Trade Alliance (FTA), Australian Peak Shippers Association (APSA), CoRsafe, and the National Heavy Vehicle Regulator (NHVR).

The events bring together key industry stakeholders to discuss the latest guidance, updates, and resources on safe container loading and transport practices. The seminar also highlights the commercial and safety risks associated with poorly packed, overloaded, or unrestrained cargo in shipping containers.

FTA / APSA - TRAINING & EVENTS

2024-2025 FTA ONLINE CPD & CBC TRAINING PACKAGES

FTA offers Continuing Professional Development (CPD) and Continued Biosecurity Competency (CBC) training online for the customs broker licencing period 1 April to 31 March each year. The cost of an online training package is $150 (excl. gst) for member organisations with bulk discounts available on a sliding scale.

Licensed customs brokers not employed by a corporate FTA member, can purchase an Individual Membership which includes online CPD & CBC training for the cost of only $300 (excl. gst) per customs broker licensing period.

ABF & DAFF Mandatory CPD / CBC units

Freight & Trade Alliance (FTA) has been fielding enquiries from members as to the dates for the above mandatory units to be completed in this CPD/CBC year. The latest advice we have from both agencies is as follows.

ABF The mandatory ABF, CPD module for the 2024/25 CPD is now live - READ MORE
DAFF - the unit is expected  to be available for members to complete in February 2025

All parties in the logistics chain, including importers and exporters, have legal obligations to ensure the safe loading, cargo restraint, transport, and unloading of shipping containers, as well as accurate gross weight declarations.

While subcontracting may reduce your direct operational control over transport activities, it does not exempt you, particularly as an importer or exporter, from potential legal responsibility under Chain of Responsibility (CoR) obligations

You still have a duty of care to ensure that all parties involved in the transport process comply with safety standards, whether the transport is handled in-house or outsourced.

LOGISTICS

Freight Policy Reform Program – Independent Advisory Panel session on Port Botany Landside Improvement Strategy implementation

The Independent Review of the Ports and Maritime Administration Act (the Act) and Port Botany Landside Improvement Strategy (PBLIS) Final Report was released on 25 January 2024. The Final Report made 37 recommendations relating to the Act and PBLIS. An online information session to outline the Panel's support for the 20 of the 37 PBLIS recommendations and potential implementation approach will be held on.Wednesday 30 October READ MORE.

Victorian Freight Plan

Freight & Trade Alliance (FTA) have received feedback from Transport Victoria on the Victorian Freight Plan.To date, they have met with over 140 organisations across industry, government, and the community. In June 2024, they held the Victorian Freight Plan Industry Summit, which brought together around 80 industry and government representatives to discuss current supply chain challenges and potential actions to improve the freight system. 
Transport Victoria will continue to analyse the detailed actions proposed by stakeholders throughout the engagement process, and may call on segments of industry to test potential government actions. The aim is to develop a draft of the updated Victorian Freight Plan by the end of 2024. READ MORE

Border Watch - UPDATE

Freight & Trade Alliance (FTA) has received advice from the Australian Border Force (ABF) in relation to updates to the Border Watch program.

In response to a recent review, Border Watch will now be managed centrally which will result in changes to the way we connect. We appreciate your patience as we develop this new operating model.

The centralised management approach does mean that regional coordinator roles in each state no longer exist and that Border Watch regional mailboxes will no longer be monitored.

Appeal for public assistance after 30kg of cocaine seized in Sydney

The Australian Federal Police (AFP) is calling for the public's assistance after more than 30kg of cocaine was located in a refrigerated container at Port Botany.
The consignment was examined by Australian Border Force (ABF) officers on Thursday, 17 October 2024, after they identified anomalies in an x-ray of a shipping container that had arrived from Italy. READ MORE

Update to Anti-Dumping Commission application forms and application receipt procedures 

FTA have been advised of updates to the Anti-Dumping Commission's application forms and lodgement timing and procedures.  The changes will contribute to the enhanced efficiency and effectiveness of processing applications at the commission. 
Please refer https://www.industry.gov.au/anti-dumping-commission/anti-dumping-notices-adns for (Anti-Dumping Notice 2024/076, and Anti-Dumping Notice 2024/075. To support the transition to the new forms, the commission will accept the most recently repealed version of the forms until 30 January 2025. However, they can only be lodged via email, post and SIGBOX. These changes have been provided in



NB: Applications are typically lodged by Australian manufacturers rather than by customs brokers
