FTA / APSA - ADVOCACY

Biosecurity Funding and Expenditure Report 2023-24 

The Department of Agriculture, Fisheries and Forestry (DAFF) has today released its inaugural Biosecurity Funding and Expenditure Report (published both as an appendix to the department's Annual Report and also as a standalone document on the department's website).

Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA) were privileged to have input to and welcome the release of this report that delivers on the Government's commitment in the 2023-24 Budget to increase transparency and accountability of biosecurity funding and expenditure.

FTA and APSA will be joining other members of the Biosecurity Funding and Advisory Panel in December to further discuss this and related reporting initiatives. READ MORE

The Safe Container Loading & Transport Practices seminars held last week in Melbourne & Wagga

Great to see over 180 industry colleagues turnout for the Melbourne leg of the Safe Container Loading forums.

Sal Milici, General Manager Trade Policy & Operations - FTA|APSA delivered the session on Biosecurity at the Border. 

Bianca Flint, Member Services - Trade Operations | FTA /APSA made the trip down from Canberra to present to the delegates in Wagga. Organisers  were pleased with the event with a good mix of regional importers / exporters, some freight forwarders / brokers, transport operators and others.

DAFF VIC catch up

Sal Milici had the opportunity last week to catch up with the team from Sea Cargo and Wharf Operations (VIC) | Sea Cargo Operations (VIC, TAS).

Australian Border Force and Fiji Revenue & Customs Service

Paul Zalai, Director FTA / Secretariat APSA met with Australian and Fijian representatives sharing experiences on customs broker licensing, compliance and Continuing Professional Development (CPD).

Victorian Container Terminals to Increase landside charges

Following discussions initiated by the Victorian Department of Transport and Planning (DTP), it has been announced all of three Victorian-based container terminals will align their landside pricing tariffs to commence from 1 January each calendar year.

 

The move sees DP World Australia, Patrick Terminals, and Victoria International Container Terminal (VICT) adopt amendments to the Victorian Voluntary Pricing Protocol, with 60-day industry notices being issued by each terminal company on 1 November.
 

The Freight & Trade Alliance (FTA) said Australian exporters and importers are facing increased international supply chain costs, including a spate of surcharges and high freight rates imposed by foreign owned shipping.

 

"Rubbing salt into the wounds, contracted parties to shipping lines controlling containers on Australian shores continue to ramp up their 'ransom' charges forcing transport operators to pay spiralling VBS charges with no ability to influence service or price", the FTA commented.       READ MORE

FTA / APSA - TRAINING & EVENTS

2024-2025 FTA ONLINE CPD & CBC TRAINING PACKAGES

FTA offers Continuing Professional Development (CPD) and Continued Biosecurity Competency (CBC) training online for the customs broker licencing period 1 April to 31 March each year. The cost of an online training package is $150 (excl. gst) for member organisations with bulk discounts available on a sliding scale.

Licensed customs brokers not employed by a corporate FTA member, can purchase an Individual Membership which includes online CPD & CBC training for the cost of only $300 (excl. gst) per customs broker licensing period.

ABF & DAFF Mandatory CPD / CBC units

Freight & Trade Alliance (FTA) has been fielding enquiries from members as to the dates for the above mandatory units to be completed in this CPD/CBC year. The latest advice we have from both agencies is as follows.

ABF The mandatory ABF, CPD module for the 2024/25 CPD is now live - READ MORE
DAFF - the unit is expected to be available for members to complete on 17 February 2025

All parties in the logistics chain, including importers and exporters, have legal obligations to ensure the safe loading, cargo restraint, transport, and unloading of shipping containers, as well as accurate gross weight declarations.

While subcontracting may reduce your direct operational control over transport activities, it does not exempt you, particularly as an importer or exporter, from potential legal responsibility under Chain of Responsibility (CoR) obligations

You still have a duty of care to ensure that all parties involved in the transport process comply with safety standards, whether the transport is handled in-house or outsourced.

Australian Border Force farewells Commissioner Michael Outram APM

The Australian Border Force (ABF) has farewelled Commissioner Michael Outram APM after more than 44 years of distinguished public service.


ABF officers formed a guard of honour outside ABF Headquarters last Tuesday 29 October 2024, as the Commissioner left the building for the last time.

He was also honoured by current and former colleagues, including staff from the Department of Home Affairs, as well as friends and family, who all lined the car park to say their goodbyes. Commissioner Outram was joined by his wife, Kali, and son, Dylan, before he gave a final salute and a final wave as they drove away. READ MORE
