NTC - Updating the Voluntary Guidelines for Landside Stevedore Charges and Expansion to Empty Container Park Charges - Consultation Paper & Call for Feedback

FTA / APSA will be preparing a detailed submission in response to the consultation, reflecting the views of our freight forwarder, customs broker, importer, exporter, and logistics provider members. Members are encouraged to share any feedback, operational insights, or specific issues they would like considered as part of our collective response.

Coffee time in Canberra

Whilst in the nations capital last week,  Paul Zalai enjoyed coffee and a fascinating conversation with the legendary Michael Outram (past Commissioner of the Australian Border Force). DCN - Consultation welcomed, but concerns remain over voluntary process

FTA Director and secretariat of APSA, Mr Paul Zalai, noted that Victoria's voluntary protocol has imposed some procedural discipline but has not slowed the rate of price increases, warning that a national voluntary approach risks being symbolic rather than effective without regulatory backing.

"The proposed voluntary nature of the Guidelines remains a fundamental limitation".

"FTA and APSA will continue to strongly advocate for a mandatory regulatory framework that provides effective oversight and delivers genuine protection for industry participants against excessive and unregulated landside charges,"  READ MORE

MANDATORY ABF CPD MODULE

The Australian Border Force's Mandatory ABF CPD Module for the customs broker licensing period ending 31 March 2026 went live on 1 January 2026 and must be completed by 31 March 2026.

An email was sent from platform host to all customs brokers requesting them to reactive their profile. The email was sent from the @australianborderforce.birchdlp.com domain name.
 
You can click on "Reset link" provided in this email OR you can go directly to the ABF Australian Trusted Trader (ATT) training portal site via 
https://australianborderforce.birchlp.com.au/ and sign in using forgot password.

For further ABF platform assistance please contact broker licensing directly on brokers.licensing@abf.gov.au

You should download your ABF Certificate of Completion and keep as a record. This course will NOT appear on your FTA CPD Attainment Statement. This module will provide you with 3 CPD points in Stream B towards you required total of 30 CPD points for the period. Maximum 9 CPD points in Stream B should be completed on our MYFTACPD training platform.
 
MANDATORY CBC ACTIVITY

IMPORTANT UPDATE
The Department of Agriculture, Fisheries & Forestry (DAFF) have advised there will be NO  Mandatory CBC Activity or assessment for the period ending 31 March 2026. Refer HERE

FTA offers online training for the customs broker licencing period 1 April to 31 March each year. The cost of an online training package is $150 (excl. gst) for member organisations bulk discounts are available on a sliding scale. 


ONLY COURSES COMPLETED FROM YOUR "ACTIVE" FOLDER WILL COUNT TOWARDS YOUR CPD POINTS FOR THE CURRENT PERIOD. 

Licensed customs brokers not employed by a corporate FTA member, can purchase an Individual Membership which includes online CPD training for the cost of only $300 (excl. gst) per customs broker licensing period.

VICT set for another quarter-century

VICTORIA International Container Terminal has extended the lease of its Webb Dock East automated facility from the Port of Melbourne for a further 26 years, taking its occupancy out to 2066.

VICT CEO Bruno Porchietto said the expansion of the contract term reinforced the company's long-standing commitment to the Port of Melbourne and to the Victorian economy.

"The extension allows us to continue investing in capacity, systems and people to support the state's trade requirements over the long term, while providing shipping lines and cargo owners with greater operating continuity and certainty," he said. READ MORE (story credit DCN)

AIR FREIGHT

Cathay Cargo looks forward to A350Fs and perishables growth

The Hong Kong-based cargo arm of Cathay Pacific benefits from ample belly capacity in its fleet, with more passenger aircraft due to arrive this year, but has more limited freighter capacity. Of 179 own-controlled aircraft in total, 20 are freighters, all Boeing 747Fs.

 

Therefore, the additional capacity from the six A350Fs ordered from Airbus in December 2023, alongside rights for 20 more units, will provide vital support on busy routes out of Hong Kong, explains James Evans, general manager, Cargo Commercial Cathay Cargo .

WA Gulf mission to build agriculture exports

THE GROWING Persian Gulf trade with Western Australia, worth $955.4 million in 2024-25, led by grain and meat exports, will be the focus of a trade mission to the region this week.

AFP - Italian national jailed in WA for trafficking Christmas toys stuffed with ketamine

An Italian national has been sentenced to a maximum six years and eight months' imprisonment in Western Australia for attempting to traffic Christmas toys stuffed with ketamine into the state. 

 

The ABF alerted AFP officers, who replaced the illicit drugs with an inert substance before the package was released for delivery on 4 January, 2024, and taken to a residence in the Perth suburb of Coogee.  READ MORE (story credit AFP newsroom)
