The article reports that FIATA has called for a formal review of the proposed framework, warning that the changes may create legal uncertainty and expand freight forwarder liability, including where forwarders are acting only as a shipper's agent and are not the named shipper on the air waybill.

Freight & Trade Alliance (FTA) highlighted particular concerns that the changes may also shift responsibility and liability for Dangerous Goods shipments to freight forwarders, even where operational control, documentation, cargo declarations and packaging information sit with other parties in the supply chain.

The proposed changes were communicated in January, adopted in March and are due to take effect from Wednesday 1 July 2026, with FIATA raising concerns about the accelerated process and limited opportunity for broader industry consultation.
