FTA / APSA submission to the Inquiry into Freight & Supply Chain Priorities

The Federal Government has commenced an Inquiry into Freight & Supply Chain Priorities that will lead to the launch of a National Freight & Supply Chain Strategy in 2018.
 
The key theme of the Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA) advocacy has to date focussed on the cost of using essential national infrastructure, including our roads and our ports. This is adding to the cost of trade and has a direct effect on our international competitiveness.
 
FTA / APSA will be lodging a combined submission to the Inquiry. 
 
From an export perspective we have already highlighted the following issues to the Minister for Infrastructure and Regional Development during our recent meeting and correspondence: 

  1. Increases in stevedore terminal access fees;

  2. Equipment shortages during peak;

  3. Rising costs of road tolls;

  4. Unfair shipping line fees and surcharges;

  5. Tightening of capacity and space on the berth; and

  6. Increasing reports of cancelled bookings, rollovers and blank sailings.

From an import perspective, we will be focussing on several operational issues under the heading of "Transparency in Transport Bookings", including: 

  1. Slot availability (the need for staging containers and additional costs / will also bring in LCL issues)

  2. Import waiting detention fees (the case for a PBLIS style solution to create "waiting time detention free ports")

  3. Empty container dehire fees (shipping lines charge detention fees for delay in returning empties when cargo has been held up at CEF)

In particular we seek your feedback on the new infrastructure surcharges recently introduced by both DP World and Patricks.
