Meeting with the Hon. Darren Chester MP Minister for Infrastructure and Transport 


The Australian Peak Shippers Association (APSA) would like to thank the Minister and senior advisors for meeting with a delegation of APSA members yesterday, 26 June 2017, in relation to the Inquiry into Freight & Supply Chain Priorities, the increase in terminal access fees and other new cost pressures faced by Australian cargo owners and freight forwarders. 

The Minister has been a strong supporter of exporters during his time in office and this was reflected on the day. Ultimately the costs of doing business are increasing for all Australian businesses. However, we need to ensure that the cost of using essential infrastructure, and in particular our trade gateways, does not affect our trade competitiveness. 

APSA also acknowledges the support received by other export associations, in particular the Australian Horticultural Exporters Association and the Australian Cotton Shippers Association, in these matters. 

APSA will continue to work with the Department, the Ministers office, the stevedores and other stakeholders, and will provide developments to members as they emerge.

Balance needed in shipping line penalties

Are penalties for cargo no shows and late cancellations fair? 
 

No one can deny that shipping lines need to tackle the rising behaviour of shippers and freight forwarders cancelling bookings at the last minute, or that they should not address the rising instances of cargo no shows. These behaviours, when done with intent, can cause real costs to the lines, as well as consequential issues up and down the supply chain, particularly in respect to the availability of equipment, which is a sore topic for shippers after the 20' food quality container deficit earlier in the year ... read more

Port of Melbourne Rail Access Strategy

Freight & Trade Alliance (FTA), the Australian Peak Shippers Association (APSA), the Australasian Railways Association and Port of Melbourne hosted 60 industry participants at the Rail Access Strategy (RAS) stakeholder workshop in Melbourne on 6 June 2017.

The outcomes of this workshop will contribute to the RAS that will be delivered by the Port, as a requirement of the Delivering Victorian Infrastructure (Port of Melbourne Lease Transaction) Act 2016.

Attendees included some of the port's largest shippers, rail operators, service providers and Government stakeholders. 

The organising peak bodies would like to thank the Port of Melbourne for their positive and effective industry engagement.

Important areas of discussion on the day included the role of the Port in providing leadership in landside logistics and specifically in increasing rail mode share, the role of open access (regulated versus voluntary arrangements), the one-train one-terminal concept and the monitoring of capacity and allocations.

Discussion Paper for the Inquiry into National Freight and Supply Chain Priorities

The National Freight and Supply Chain website has been updated with the release of two working papers which may assist stakeholders with their submission on the Discussion Paper for the Inquiry into National Freight and Supply Chain Priorities.  The working papers are the:

  • Recent policy reviews of relevance to the Inquiry into National Freight and Supply Chain Priorities; and

  • National Freight Performance Framework.

The Inquiry team would also welcome submissions directly on these working papers.

The first submission on the Discussion Paper has been received and published on the website page–as further submissions are received they will also be published (unless marked "In Confidence").

The vendor model it is for GST collection on low value goods


Further to yesterday's update on the Treasury Laws Amendment (GST Low Value Goods) Bill 2017, Freight & Trade Alliance (FTA) has received the fiollowing update overnight from the Australian Taxation Office (ATO): 

"I can confirm the legislation is final. The GST on Low Value Imported Goods legislation has passed through Parliament and today it received Royal Assent. The vendor collection model, as per the law, will apply from 1 July 2018 and is not conditional on the outcome of the PC inquiry. As discussed the PC Inquiry was an amendment by the Opposition.
 
As stated by the Treasurer the Government's policy of a vendor collection model has not changed.
 
Given the law is now in place and combined with the Treasurer's clear statement I trust this provides certainty for business to now move forward and implement systems to meet the legislative requirements that will commence on 1 July 2018."


FTA has been instrumental in achieving the postponed implementation from 1 July 2017 to 1 July 2018 to allow sufficient time for industry to introduce revised systems and processes from the time of the Bill receiving Royal Assent.

Asbestos detections on the rise at the border as thousands of quad bikes are recalled

According to the Australian Competition and Consumer Commission (ACCC), twelve quad bike models in Polaris' 'youth' range were recalled, as they were found to have brake pads, brake shoes, gaskets and washers which contained asbestos.
 

A spokesperson from the Department of Immigration and Border Protection told Lloyd's List Australia the Australian Border Force (ABF) was working closely with the ACCC and other members of the Heads of Workplace Safety Authorities (HWSA) "Imported Materials with Asbestos Working Group" after the quad bikes tested positive for asbestos ... read more

Licensing Review update


On 24 May 2017, the final report of the Review of Customs Licensing Regimes was released onto the Department's website at http://www.border.gov.au/licensing-review.

The Department of Immigration and Border Protection (DIBP) have provided the following update:

  • A project team has been established within DIBP to implement the recommendations.

  • An implementation plan has been drafted for the Comptroller General about what will be done, time frames and the resources needed.

  • Some activities have commenced, such as the recently released guidance for completing customs broker licence applications.

We expect another update after the Comptroller General has endorsed the next steps.

At last week's NSW Ports Cargo Facilitation Committee, industry representatives indicated that an extraordinarily high level of containers are being "held" at discharge causing impediments to the timely movement of import cargo via rail and road.
