BMSB UPDATE 24 - Update and Reminder

Freight & Trade Alliance (FTA) representatives continue to work with senior delegates within Department of Agriculture and Water resources (DAWR).

 

BMSB detection: RORO Triumph V1820

 

 m.v. "Triumph" voyage 1820 commenced discharge in Brisbane on Wednesday 31 October 2018.

 

Armacup have advised customers today that the Triumph is currently sitting at outer anchorage due to the detection of Brown Marmorated (BMSB) and Yellow Spotted Stinkbugs (YSSB).

Onshore Treatment Providers

 

It is with interest we note the DAWR notice around seasonal measures for Brown Marmorated Stink Bug (BMSB). FTA understands that there are now two approved Sulfuryl Fluoride Fumigators in Australia. For more information, please click HERE.

 

Treatment Approvals

 

The Department of Agriculture and Water Resources (DAWR) has informed FTA that where treatment directions are issued for shipments in excess of $1M AUD, then prior approval from senior delegates with DAWR are required. Refer s.133 of the Biosecurity Act 2015.

The DAWR ran a very professional and informative AEPCOMM webinar on Monday 29 October 2018. Today, DAWR have issued IAN 159-2018 which contains valuable information for our members. Any members who were unable to attend can view the recording by clicking HERE.

 
Entering Entity Identifier (AEI) details into the Integrated Cargo System (ICS) for offshore BMSB treated consignments

 

By entering valid AEI details against ALL target high risk goods, lines consignments will not be referred to the department unnecessarily. Full Import Declarations (FIDs) with valid AEI details entered against all high risk goods lines will then only be randomly referred to the department for verification.

BMSB Offshore FAK treatment Certificates

Many customs brokers have experienced problems where the offshore treatment providers have failed to lodge the documentation / treatment certificate directly with the department as part of the offshore arrangements. Industry representatives expressed concerns that this should sit with the department and not individual customs brokers to have the offshore treatment provider comply.

 

I can advise members, that DAWR have contacted offshore approved providers and reminded them of their obligations. Once DAWR turn back on the profile on LCL/FAK shipments, this will fall directly back to the Master Loaders to manage.
