Infrastructure Charges and Increased Fees

There has been a swayth of infrastructure charge and fee increases from 1 January 2019 across many of Australia's container ports.  These fee increases will need to be passed onto forwarders, importers & exporters by container transport companies.

 

Stevedore Infrastructure Charges:

CTAA highlighted earlier this month that massive infrastructure charges have been implemented by DP World Australia (DPWA) in Melbourne, Sydney & Brisbane, despite significant landside logistics opposition, and at least the promise of one government inquiry. 

These increases have begun to be passed onto importers & exporters, yet shippers aren't seeing any corresponding reductions in Terminal Handling Charges (THCs) levied by the foreign shipping lines.

Who are the winners & losers?  Are shippers now paying twice for the same terminal handling services?  Government investigation is warranted.

Will Patrick Terminals, Hutchison Ports Australia or Victoria International Container Terminal (VICT) follow suit?  The landside logistics sector has rightly called for restraint.

Other Fee Increases:

Meanwhile, other fee increases from 1 January 2019 include:

  • DP World Terminals - Melbourne, Sydney, Brisbane, Fremantle - increased 1-Stop Vehicle Booking System (VBS) Fees charged to transport operators.
     
  • Hutchison Ports Brisbane - Sideloader Fee: $35 (+GST) per truck visit
     
  • DP World Logistics, Parks 1 & 2, Port Botany Road, Port Botany (Empty Container Depots): increases in Containerchain Notification Fees to $16.50 per notification (+GST) week days / $21.50 on Saturdays (+GST) - increase in "Off-Window" Surcharge to $25.50 per booking (+GST) if the truck arrives 60 minutes prior to or after its half-hour "Notification Zone".
     
  • Sydney Empty Container Depots - increases in Containerchain Notification Fees at:

    - MCS, Cooks River
    - Tyne-ACFS, Port Botany
    - Tyne, St Peters
    - Tyne, Punchbowl
    - MT Movements, Port Botany

The fee increases and current operational constraints in handling empty container import de-hires and export pick-ups, particularly in Sydney, have led many transport operators to apply additional empty container handling fees onto their clients. 

 

 

Hutchison Ports Terminals - Sydney & Brisbane - Industrial Action

 

It has been reported that Hutchison Ports Australia (HPA) employees in Sydney and Brisbane have voted to commence broad-ranging industrial action.

This follows a protected action ballot, conducted by the Australian Electoral Commission, which apparently recorded 98.4 per cent support among union members for a series of rolling work stoppages, along with a range of other actions.

It is understood that the first round of industrial action, involving bans and limitations, will commence on Thursday 17 January, including:

  • Bans on overtime, shift extensions and starting shifts early, and shift upgrades; and
  • Bans where work will stop for 30 minutes after each two hours of work performed on each shift.

HPA has stated that "during this period of Industrial unrest (they) will endeavour to minimise any delays where possible."  CTAA Alliance companies will be monitoring interface performance levels at Hutchison Sydney & Brisbane from Thursday to gauge the level of disruption this industrial action may cause.

Biosecurity Import Levy

The Australian Government announced the introduction of a Biosecurity Import Levy in the 2018-19 Budget with an expectation to raise $325M over 3 years from a proposed commencement date of 1 July 2019.

The associated modelling referred to collection of $10.02 per twenty-foot equivalent (TEU) and $1 per tonne for non-containerised cargo with stevedores and port operators to be the collection agents.

 

Significant objections from numerous industry sectors have led the Department of Agriculture and Water Resources to amend its advice to the Government about the Levy collection mechanism(s) and the quantum to be collected.  This has not appeased industry's concerns. 

Freight & Trade Alliance (FTA) Director, Paul Zalai, has penned a fantastic commentary on where the debate stands on this serious cost impost issue ahead of the looming Federal Election.

As Paul points out, it is crunch time for the Department regarding the advice they will give to the Minister on industry's unanswered concerns, and whether the Government will forge ahead by drafting legislation and subordinate regulation without listening fully to the concerns raised.

NSW Platform Container Exemption Notice 2018

In a welcome development, the National Heavy Vehicle Regulator (NHVR) has issued a class 3 exemption notice for the movement of "platform containers" (import & export flat-racks and open-top containers) in NSW.

In some circumstances, this will eliminate the need to apply for a class 3 permit, or to unload the indivisible cargo at a Container Freight Station in/near the port at added expense.

It has always been concerning that oversize / overmass loads involving containers (flat-racks and open top containers) have been treated differently from other OSOM loads, just because there is a container involved.  This is despite the load restraint on/in the container potentially being superior to that which might be achieved when the cargo is unloaded from the container and subsequently transported loose to its final destination.

CTAA is seeking clarification from the NHVR about aspects of the Notice, including whether drop-deck trailers and side-loader trailers are covered by the eligibility criteria.

Also, CTAA is lobbying for this Notice to be extended nationally as soon as possible.

 

 

Westport Strategy

CTAA held a successful Container Transport Senior Executives Dinner in Fremantle in November 2018 to engage with the Westport Project Taskforce Chair, Nicole Lockwood, and Project Director, Tim Collins.

A clear message from industry was the need for certainty ... regarding the existing tenure of operators in Fremantle's Inner Harbour, as well as in the longer-term.

 

Business certainty is required whether or not the Westport Strategy ultimately recommends container terminal and associated transport infrastructure development in the Outer Harbour at Kwinana and/or Bunbury, or whether an option to maximise container throughput in the Inner Harbour is chosen.

Subsequently, the Westport Strategy Taskforce released its latest Progress Report "What We've Found So Far" in December 2018  outlining the constraints facing the current port facilities at Fremantle, Kwinana and Bunbury in terms of operational capacity, road and rail network limitations, land availability and environmental and social considerations.

The Westport Taskforce is seeking feedback on the Report until 21 January 2019
