BITRE SURVEY OF CONTAINER TRANSPORT COSTS FOR "WATERLINE" REPORT

The Federal Bureau of Infrastructure, Transport & Regional Economics (BITRE) has engaged Container Transport Alliance Australia (CTAA) to complete a Survey of Container Transport Costs as input to its "Waterline" Report series on container productivity and costs through Australian container ports.  The BITRE "Waterline" Reports provide valuable analysis of container movements (wharf-side and landside) through the five Australian major port terminals: Brisbane, Sydney, Melbourne, Adelaide and Fremantle.

Confidentiality of Data: 

The following letter from the head of BITRE, Dr. Gary Doleman, provides assurances that data collected will be treated in the strictest of confidence.  Only de-identified data will be provided to BITRE, and only aggregated data (at port level) is published in the "Waterline" Report.

Completing the Survey:

To further protect responses, you may complete the Survey anonymously if you wish.

The last questions in the Survey (name & organisation) are only voluntary.  However, if you choose the complete those fields, we will be able to provide you with aggregated data as feedback on the Survey outcomes. 

Also, the Survey only asks for generic container road transport tariff information (i.e. your "rack rate" for the distance specified and container transport equipment utilised) – it is understood that in the "real world" there are other variables in play when setting rates, including volume, truck utilisation, time of day, etc.  However, the aim of the Survey is to gather a general view of the costs of transporting 20' and 40' containers by road up to a radius of 20kms from the port, either using a skel trailer or a side-loader trailer.  The Survey also seeks to identify the generic costs for import customs clearance and export documentation for containers. 

Container Transport Operators are urged to complete the Survey to provide generic container transport costs you would charge to your customers. 

Freight Forwarders are urged to complete the Survey to provide the generic container transport costs you would charge to your customers, as well as the generic import customs clearance / export documentation fees you would charge to your customers. 

If you are able to complete the Survey for more than one port, then please submit one Survey response per port.

The Survey instrument is contained in Google Drive … if you have difficulties in accessing the Survey instrument online through this format, please get in touch with CTAA (see contact information below) and we can forward to questions to you in a different format for response. 

The Survey will remain "live" for the next few weeks, but please complete it as soon as you can.  It should take less than 5 minutes to complete. 

Conclusion: 

The BITRE and CTAA thank you in advance for participating.  All recent studies on transport strategies have identified the lack of useful transport logistics data as impeding efforts to improve transport efficiencies, productivity and government responses.  This Survey is an opportunity to address that lack of useable data in relation to container transport logistics.  The BITRE "Waterline" Report series provides valuable trend data on container transport & handling productivity and costs … it is important that the data being input is useful.
