Trade Modernisation and Traceability Update: Focus on China

Open Industry Briefing Session – Wed 28th April, 12:30pm -1:45pm AEST

• What border control and traceability programs are being implemented across the region?
• What are the specific programs being implemented in China nationally and for specific provinces?
• How is Australia and other trading partners responding to these changes?

Countries are rapidly modernising cross border trade and traceability programs. This session will focus on food traceability in China and the growing demand for imported produce.

We will share insights on how global data standards are being used to enhance biosecurity, streamline trade clearance processes and provide governments and industry with higher quality data to support better public policy outcomes.

The briefing has been arranged by the National GS1 Traceability Advisory Group with support from the Australian Food and Grocery Council and Australian Council of Exporters.

FTA / APSA ENGAGEMENT WITH PRIME MINISTER & CABINET

AUSTRALIAN PARLIAMENTARY INQUIRY INTO EXPANDING MEMBERSHIP OF THE CPTPP

REQUEST FOR INPUT - ISRAEL TRADE AND INVESTMENT FEASIBILITY STUDY
DFAT is undertaking a feasibility study on how best to strengthen trade and investment with Israel, including possibly through a Free Trade Agreement (FTA). As a part of the feasibility study, DFAT is undertaking a public consultations process to capture the views of stakeholders with possible interests in expanding our economic relationship with Israel.

"To inform the study, DFAT would welcome a written submission from the Freight Trade Alliance. A view from the Alliance which captures perspectives across the international supply chain sector would be valuable. We are asking for submissions by 30 April."

COVID-19 GENERATED E-COMMERCE BOOM ... AND EQUIVALENT THREAT TO EXPORT MARKETS
Latest reports are that the Australian population may not be vaccinated until the end of 2022, jeopardising the opportunity for a widespread opening of international borders.

While it is imperative that our borders are only opened when it is safe to do so, the longer it takes the further we will fall behind other global economies who will be in a position to forge ahead with open travel and trade.

Noting that 80% of Australian international air cargo is traditionally carried in passenger aircraft belly-space, this outcome only adds impetus to the need for extended support for the air cargo sector with the International Freight Assistance Mechanism (IFAM) scheduled to end in September 2021.

In parallel, e-commerce volumes continue to soar to meet consumer demand, largely facilitated through the use of dedicated freighter aircraft. Our Border and Biosecurity regulators have juggled resources from passenger processing to process this growth in e-commerce and increased sea cargo volume. Now they to face the challenge of balancing this ongoing task while re-allocating resources back to passenger processing with the introduction of the 'Trans-Tasman' bubble.

We had the opportunity last week to gain an insight into the Sydney Airport operation and the important preparations for this week's commencement of the Trans-Tasman bubble with quarantine free passenger travel - an important starting point for our international borders safely opening.

Government Support Programs for Business

At an industry briefing conducted on 16 April 2021, we put forward the case for a need continuation of IFAM beyond 30 September 2021. In response, IFAM representatives outlined a range of initiatives, aimed at helping businesses adapt to the 'new normal' including:.
  • Direct support for businesses – for information about other Government initiatives:
    • Austrade Export Services – a new website featuring interactive market insights and trends, as well as information on grants, funding, local laws and regulations, distribution and shipping. TRAINING 
SECTION 77G DEPOT

Notice 2019/27 (condition 28) states Section 77G Deport licence holders must provide adequate training to make staff aware of their obligations in dealing with goods subject to the control of Customs.

CONTENT - the Section 77G Depots - Obligations Course provides operational staff with practical learning outcomes to be able to complete day to day activities with confidence that they are compliant with statutory requirements.

FREQUENCY - we recommended that staff complete this course at induction and at a minimum, review annually to remain up to date with regulatory requirements.

COST - $48 (further discounts apply for FTA members)

APPROVED ARRANGEMENTS

Approved Arrangements, previously known as Quarantine Approved Premises (QAPs) and Compliance Agreements, are voluntary arrangements entered into with the Department of Agriculture, Water and the Environment.

These arrangements currently allow operators to manage biosecurity risks and/or perform the documentary assessment of goods in accordance with departmental requirements, using their own sites, facilities, equipment and people, and without constant supervision by the department and with occasional compliance monitoring or auditing.

CONTENT - to secure an Approved Arrangement (AA) accreditation, staff are required to undertake the prescribed training course containing the following two subjects:

  • Biosecurity Awareness - provides an introduction to biosecurity in Australia and prepares staff to recognise the biosecurity risks and how these are addressed by the key stakeholders, including the department.
  • Approved Arrangement Accreditation for AA Accredited Persons - provides the skills and knowledge required for staff to undertake their role as an Accredited Person within an AA - in this course, staff will be introduced to the requirements for Classes 1 to 8 and 10 to 14 AAs, and responsibilities in identifying and reducing biosecurity risks at AA sites.

FREQUENCY- We recommended that staff complete this course at induction and at a minimum, review annually to remain up to date with regulatory requirements.
