DAWE - 76-2022: AEPCOMM expansion of Fertiliser

Who does this notice affect?

Biosecurity industry participants and accredited persons operating under the department's class 19.2 automatic entry processing for commodities (AEPCOMM) approved arrangement.

What has changed?

As of 16 May 2022, the fertiliser AEPCOMM group has been expanded to include the following:

  • cargo type: bulk loose in ships hold
  • tariff: 2834 (Nitrites; nitrates)

The new in scope AEPCOMM pathways have now been included in the fertilisers BICON case and on the Approved commodities and related information for class 19.2 AEPCOMM approved arrangement webpage.

Further information

Biosecurity industry participants intending to use AEPCOMM to clear consignments of bulk inorganic fertiliser must obtain a risk level rating for the consignment, which is a combined rating for both the goods and the vessel, prior to using AEPCOMM. Evidence of the consignment risk level rating must be in the form of written confirmation received from the department's Bulk Commodities National Co-ordination Centre (NCC) Newcastle.

If AEPCOMM is being used for the clearance of a consignment of containerised inorganic fertiliser, evidence of the risk level rating for the consignment will be required. This evidence must be in the form of either:

  1. the department issued certificate; or
  2. a statement confirming the risk level rating on the manufacturer's declaration.
