Introduction of the Class 14.4 approved arrangement and upcoming changes to the class 19.1 approved arrangement

The department is proposing to make changes to two approved arrangement classes.


WHAT IS CLASS 14.4 APPROVED ARRANGEMENT

As part of the commitment to partner with industry in a shared biosecurity system, the proposed class 14.4 approved arrangement will enable existing class 1.1 and class 1.3 sea and air freight depots to perform rural tailgate inspections. The arrangement gives flexibility in allowing approved sites to self-schedule inspections, cleaning activities and release of containers based on their workload and requirements, rather than on biosecurity officer availability.
 
INTERACTION WITH CLASS 19.1 APPROVED ARRANGEMENT


Class 19.1 approved arrangement (non-commodity for containerised cargo clearance (NCCC)) accredited persons will be able to direct permitted consignments to a class 14.4 approved arrangement site. This will be enabled for all class 19.1 approved arrangements following a variation to the class 19.1 approved arrangement requirements and conditions, commencing Monday 8th August 2022.
 

CHOOSING TO USE CLASS 14.4 APPROVED ARRANGEMENT

It is your decision to use the 14.4 approved arrangement. The department will continue to offer rural tailgate inspections across Australia via the class 1 approved arrangements. The table below provides a breakdown of the upcoming administrative and policy changes to the class 19.1 approved arrangement:

Communication and supporting material

To support industry, Import Industry Advice Notices (IIANs) will be published on the department's website in the coming weeks outlining key dates and information on the above-mentioned changes.

Furthermore, the Continued Biosecurity Competency (CBC) activity for the 2022-23 period will provide training to class 19.1 accredited persons relating to the new NCCC concern codes and detailed information on the new class 14.4 approved arrangement. The department will be hosting a live CBC webinar on Tuesday 12th July 2022. Registration details will be published via an IIAN closer to the event.

For the current 2022-23 period, all Class 19.1 NCCC accredited persons must complete 19.1 CBC Activity 22-23/01 and Class 19.2 AEPCOMM accredited persons must also complete 19.2 CBC Activity 22-23/02. The Department will hold a live webinar on 12 July 2022. The online assessment(s) must be completed by 8 August 2022.

NOTE: 

  • FTA will send through an additional Notice once the Department has provided the link to register for the live webinar.
  • The assessment(s) will be available for registration and completion immediately after the webinar
  • For those who cannot attend the live webinar, a recording will be made available by the department - FTA will make this available as a resource along with the mandatory assessment online via  www.ComplianceNetFTA.com.au   
  • The department's preference is for you to attend the live webinar and complete the assessment immediately afterwards to ensure you are up to speed with any changes.

You will be sent details by email to complete the CBC Activity assessment online through FTA via www.ComplianceNetFTA.com.au (as outlined above). You will need to register for the live webinar or listen to the recording available on ComplianceNetFTA.
