CUSTOMS RELEASE
KEEPING YOU INFORMED

Issue72213 October 2023
Congratulations to our four new Detector Dog teams

Four of our newest detector dog teams were recognised yesterday (12 October 2023) in a graduation ceremony at the New Zealand Police Dog Training Centre at Trentham.

Our teams celebrated their success alongside four of their patrol dog counterparts from New Zealand Police.

To reach this milestone, each of our detector dog teams completed a comprehensive training course in preparation for operational deployment earlier in the year, with all four teams becoming qualified.

Wine export guidance

Wine exporters and their agents are advised that the Ministry for Primary Industries has published a guidance document to support the Wine Notice: Wine Export and Exemptions.

This guidance has been prepared to assist wine businesses and exporters to understand and meet the requirements for exporting wine from New Zealand.

This guidance document replaces the New Zealand Grape Wine Export Code.

Synthetic Greenhouse Gas (Goods) Levy rate changes from 1 January 2024

From 1 January 2024 changes to the Synthetic Greenhouse Gas (Goods) Levy will increase levy rates across all items.

The Climate Change (Synthetic Greenhouse Gas Levies) Amendment Regulations 2023 (Schedule 1 and 2) set out the levy rate changes. Minor updates to item descriptions and tariff codes are included in Schedule 2.

Customs Rules for Inward Cargo Reports

From 16 October 2023, an amendment to the Customs Rules for Inward Cargo Reports (ICRs) will come into effect, changing the tariff code requirements.

Currently, ICRs requesting write off for goods with a value for duty between NZD $400 to $1000 requires a full 11 digit tariff code, as per the Working Tariff Document of New Zealand.

The amendment will relax this requirement to a 6 digit tariff code, to align with the Harmonised System maintained by the World Customs Organization.

These changes will come into effect on Trade Single Window (TSW) on 16 October 2023.

Update: Secure Trade Lane project

Customs has been working with Australian Border Force (ABF) under the Secure Trade Lane (STL) banner since 2016 to identify opportunities to make cargo clearances more efficient for traders. Earlier this year, Customs initiated an internal review of the STL project to determine whether it should be continued in its current form, and what specific concepts may be worth pursuing.
