Export ban of machinery & related parts to Russia & areas of Ukraine temporarily under Russian control

Dear Sal 

The Australian Government has implemented a ban on the export of export of machinery and related parts to Russia and areas of Ukraine temporarily under Russian control on and from 26 October 2023.

The Specified Ukraine regions include Crimea, Sevastopol, Luhansk and Donetsk.
 
The legislative instruments that implement these measures are on the Federal Register of Legislation at the following links

and designate the machinery and related parts subject to the export sanctions as listed below.  

  • Goods of 8207 as follows: Interchangeable tools for hand tools, whether or not power-operated, or for machine-tools (for example, for pressing, stamping, punching, tapping, threading, drilling, boring, broaching, milling, turning or screw driving), including dies for drawing or extruding metal, and rock drilling or earth boring tools
  • Goods of Ch 84 as follows: Nuclear reactors, boilers, machinery and mechanical appliances; parts thereof
  • Goods of Ch 85 as follows: Electrical machinery and equipment and parts thereof; sound recorders and reproducers, television image and sound recorders and reproducers, and parts and accessories of such articles

The provision of some services is also prohibited including:

  • Services which relate to the supply of machinery or related parts to Russia or specified regions of Ukraine, and
  • Services which relate to the manufacture, maintenance or use of machinery and related parts for the specified Ukraine regions.
