Final Directions on goods subject to 14.4 rural tailgate inspection

Freight & Trade Alliance (FTA), has over recent months, received concerns from members as to the "status" in the ICS on containers that have been directed for rural tailgate inspection under AA class 14.4.

The issue that has been raised is that goods directed as above will show a "cond clear" status in the ICS even after the goods have been inspected and released by the AA facility, and members have been reluctant to move the containers unless they have a "final" completed and released document from the Department of Agriculture, Fisheries and Forestry (the department).

FTA have been in touch with the department and received the following advice.

"Please be aware that the release from biosecurity process and documentation requirements for class 14.4 on inspected sea containers under class 14.4 conditions, are different to those for a departmental performed inspection. BIPs may allow the container to leave the biosecurity area and the approved arrangement site (even where a 'conditional clear' status still exists in the Integrated Cargo System). The department does not issue a notice of release (final and release directive notice) for containers that have been released from biosecurity control by a BIP approved for class 14.4 as the record of release replaces this notice."

FTA appreciate that members / industry are mindful of complying with legislation and ensuring goods are not moved without correct status from both ABF and DAFF. Please note the above advice and refer to the department web site, as this clarification should address industry concerns and ease confusion around the release / delivery of cargo.
