Department of Agriculture, Fisheries and Forestry Non-commodity reporting requirements for Unaccompanied Personal Effects

Freight & Trade Alliance (FTA) wish to advise that the Department of Agriculture, Fisheries and Forestry (the department) has issued a reminder to AEPCOMM accredited persons lodging consignments of Unaccompanied Personal Effects (UPE's) of their non-commodity reporting requirements.

BACKGROUND

As outlined in the Non-commodity information requirements policy, all lodgement types for UPE's are exempt from standard non-commodity information requirements.
 
ACTION

To ensure unnecessary referrals of UPE consignments to the department, accredited persons should answer 'Yes' to the following general declaration questions (the question depends on the cargo type):

  1. Question ID 7: Do all FCL/X containers on this declaration meet non-commodity requirements and are they all designated to be unpacked in a metropolitan postcode or inside the boundary of an approved port?
  2. Question ID 9: Do all LCL consignments on this declaration meet non-commodity requirements?
If an accredited person answers 'No' to question ID 7 or 9, you may be requested by the department to amend your import declaration. This could result in delays in assessment processing times and additional document assessment fees.
 
Please note: providing a 'No' response to question ID 7 or 9 is not considered noncompliance under the class 19.1AA.
