Australian Border Force Problems in relation to lodging import declarations due to issues identified during the customs broker licence renewal process.

Freight & Trade Alliance (FTA) wishes to advise that following guidance has been received from Australian Border Force:


 
We are aware of reported problems in relation to lodging import declarations due to issues identified during the customs broker licence renewal process.
 
The majority of cases are due to non-payment of the customs broker renewal fee or the incorrect reference number been used when making the payment to the Department to renew a licence.
 
Please follow the below steps in order to resolve access issues:
 
 

  • Check in ICS that your broker licence has a future end date (i.e. 2027), and that the organisation client page has the "Licensed Brokerage" role.

 

  • If either of the above are not done, ensure relevant licences have been paid, and if so please contact brokers.licensing@abf.gov.au with confirmation of payments and any relevant documentation.

 

  • Once ABF Licensing team have confirmed the Licence has been approved, check your Rights to Applications in Identity Manager. If you do not have the ImpDec Lodge and ImpDec Save and Submit you will not be able to lodge or amend FIDs, please have your organisations Signing Authority add them as required.

 

  • After the rights have been added please log out of ICS, clear your cache and history and then log back in using the link on the ABF website and not through any saved shortcuts.

 

  • If you are receiving an error in your third party software ensure your licence expiry date is updated in your staff record. If you are experiencing other issues with your third party software please contact your service provider directly for assistance.
 
If Brokers are still experiencing issues using ICS after completing all of the above steps please send an email to
icsbus@abf.gov.au with your ABN, Licence number and payment receipt.
