Biosecurity Non-Commercial Vessel News

July 2024

Welcome to the department's Biosecurity Non-Commercial Vessel News and thanks for subscribing.

What is Australian territory?

Much of our regulatory language talks about 'Australian territory' but what does that actually mean?

Biosecurity measures are not just restricted to the Australian mainland. You will need to meet our biosecurity requirements (under the Biosecurity Act) if you plan to visit:

  • the Australian mainland
  • Christmas Island
  • Cocos (Keeling) Islands
  • Norfolk Island
  • the airspace and the coastal sea of these areas which generally extends to 12 NM (approx. 25kms)

plus the additional Australian External Territories of:

  • Ashmore Reef
  • Cartier Island
  • Coral Sea Islands (Willis Island)
  • McDonald Island
  • Heard Island
  • the Australian Antarctic territory.

Rallies

Each year, a number of around the world, social cruising rallies arrive in Australian territory. Our biosecurity officers are gearing up for the World Arc Rally, the Oyster World Rally and the Go West Rally just to name three.

July
World ARC Rally participants are expected into Mackay at end of July with around 25-30 yachts arriving from Vanuatu.

August
Oyster World Rallyers are expected into Mackay in mid-August with around 20 yachts arriving from Vanuatu.

October - November
Bundaberg is the arrival port for Go West Rally participants, with around 20 yachts arriving from the South West Pacific Islands.

We are planning and looking forward to each of the arrivals, with their festive atmosphere and colourful flag displays including the all-important yellow quarantine flag on arrival.

Each vessel operator is reminded that they must submit a mandatory Pre-Arrival Report (PAR) 90 days to 12 hours before arrival in Australian territory. On arrival. declare and present all food, provisions, plant material, animal products and live animals for inspection on arrival.

Mandatory Pre-Arrival Reporting

Yacht operators must submit the mandatory PAR using the department's electronic web portal. The PAR web portal link: NCV PAR Registration (agriculture.gov.au). Where the mandatory PAR is not submitted prior to arrival, vessel operators may incur additional costs or delays on arrival.

The PAR submission alerts the department of the number of travellers arriving, the vessel travel history, any vessel timber components, the intended Australian port visits, length of stay and waste onboard. You must declare if there are live or dead plants, insects and animals onboard.

To support the PAR and to assist you in understanding and compliance with Australia's biosecurity reporting obligations we have produced easy to follow guides including:

  • an animated video
  • a revised Starting on the Right Tack checklist,
  • a visual diagram of the biosecurity process.

Visit the non-commercial vessel webpage for a link to the PAR web portal and to view the supporting information.
