Fraud Control Testing Guidance and Tools | | Dear Counter Fraud Community The Commonwealth Fraud Prevention Centre works to continue delivering new guidance and tools, and improve our existing products to help Australian Government entities effectively deal with fraud. We are excited to promote the Fraud Control Testing Framework published by the International Public Sector Fraud Forum (IPSFF). This latest IPSFF release was developed by the Centre's own Christopher McDermott while on secondment to the UK's Public Sector Fraud Authority last year. It has been published in collaboration with IPSFF members (Australia, Canada, New Zealand, UK and US) as an international best practice. To help entities meet their obligations under the Commonwealth Fraud and Corruption Control Framework from July 2024, the Centre has also updated its How to Start Fraud Control Testing Guide and Fraud Control Catalogue. | IPSFF Fraud Control Testing Framework The IPSFF Fraud Control Testing Framework sets out key principles, processes and tools for conducting fraud control testing within public sector organisations. It supports officials with different levels of experience, and helps them to build their understanding and expertise. The Framework replaces the Commonwealth Pressure Testing Framework. The Framework is supported by a suite of practical tools and guidance, including procedural guides, templates and tools to help you: - conduct a fraud control test using flexible processes and methods
- identify the most critical controls to test
- identify vulnerabilities at different points in a process by combining business process mapping with the Centre's Fraudster Personas.

How to Start Fraud Control Testing The How to Start Fraud Control Testing Guide is a useful resource for Australian Government officials to help set up a fraud control testing program in your organisation. The guide sets out practical information to assist with preparing to implement the new capability, getting buy-in with key stakeholders and the support that is available to help you with the process. Along with general enhancements, this release includes guidance about: - integrating fraud control testing across your entity's broader risk framework
- communicating the implementation across your organisation, and
- the training, skills and attributes required for fraud control testing.

Fraud Control Catalogue The Fraud Control Catalogue provides an extensive reference of over 70 different types of fraud controls that can help officials prevent, detect and respond effectively to fraud. For each control type, you can find relevant examples, suggested measurements and vulnerability indicators, and information about the purpose of the control, including whether the control typically targets internal or external fraud risk. Along with general enhancements, this release includes: - changes to terminology to align with the Commonwealth Risk Management Policy and Commonwealth Fraud and Corruption Control Policy, and
- a new control type Post Incident Review.
