Release of the NineSquared
2024 Landside Port Charges Index
Freight & Trade Alliance (FTA) and Australian Peak Shippers Association (APSA) would like to highlight to members the release of the 2024 Landside Port Charges Index (LPCI). The LPCI, released annually by NineSquared, provides accessible information on container freight landside charges and how they change over time.

KEY DETAILS
- NineSquared's main indicator, the Access Charges Index, grew by 21% from 2023-2024.
- Estimates indicate that increases to Terminal Access Charges alone will generate additional costs of $120 million in 2024 for Australian cargo owners, as compared to 2023.
Other landside charges have also grown substantially;
- Over the past year, the Ancillary and Penalty Charges indices grew by 26% and 37% respectively.
- Over the last year, average empty container access charges (captured in the Access Charges Index) increased by an average of 17% across Australia.
NineSquared analysis further highlights that given the impact and level of increase these charges have on supply chains, they are of particular interest to industry and policy makers, with port and transport costs particularly important for regional producers and the impact on export competitiveness.
As highlighted in our recent member notice, FTA and APSA urge the federal government to consider the analysis provided by the ACCC, broader industry engagement, and the Productivity Commission's recommendation to introduce a Mandatory Code that would enforce controls and oversight on stevedore landside charges.
