The World Customs Organization (WCO) is pleased to announce the publication of a new Study Report titled "Unlocking the Value of Open-Source Intelligence (OSINT) in Customs Enforcement."
The Study Report originates from the Fragile Borders Action Plan, adopted by WCO Members during the 2023 Council Sessions. Recognizing the critical importance of OSINT, particularly in fragile and conflict-affected situations, the Action Plan set out a series of objectives, including that of exploring the use of OSINT in Customs enforcement practices.
The Study Report is designed for senior management within Customs administrations, offering a thorough exploration of how OSINT can be harnessed to enhance enforcement practices. The Report offers a comprehensive review, helping WCO Member Customs administrations understand and unlock the full potential of OSINT in their operations.
The Report addresses three pivotal questions that are essential for understanding and implementing OSINT in Customs:
- Why OSINT Matters: It explains the significance of OSINT in Customs operations and the unique advantages it brings.
- How to Leverage OSINT: The Report provides insights into how Customs administrations can utilize OSINT to strengthen their enforcement efforts.
- Implementation Strategies: Practical advice is offered on integrating OSINT within Customs administrations, including strategies for overcoming potential challenges.
The development of this Study Report began in February 2024 with a closed-door exploratory workshop involving WCO staff and selected Member administrations. This was followed by an awareness-raising panel discussion during the March 2024 Enforcement Committee, where the critical role of OSINT in modern enforcement strategies was highlighted.
Building on these foundations, a pilot training workshop was conducted in Antwerp, Belgium, in June 2024. The workshop's success and the positive feedback received underscored the need for a comprehensive Study Report to support Customs administrations in adopting OSINT.
