Canberra Visits

Tom Jensen, Head of International Freight & Logistics - FTA | APSA, had a valuable meeting with the Maritime & Shipping team at the Department of Infrastructure, Transport, Regional Development, Communications and the Arts. It was great to connect with Megan Scott, Phil Smurthwaite, Michalee Beitz, and Jon Berney to discuss the current challenges in the shipping environment, as well as the status and future direction of Part X of the Competition & Consumer Act, ensuring that minimum service levels in Part X agreements align with the growing demands of the market.

These discussions are crucial for ensuring the sector remains competitive and efficient, while meeting market demands.

Tom Jensen also managed to catch up with  Caroline Gibson, Principal Director for Approved Arrangements in the Compliance & Enforcement Division at the Department of Agriculture, Fisheries and Forestry (DAFF) for a productive meeting on key compliance issues and trends impacting the sector.

 

Caroline has been a strong advocate for addressing industry challenges and enhancing communication between DAFF and Approved Arrangements, which has been invaluable to the work we do at Freight & Trade Alliance (FTA).

Retired Customs Brokers function

FTA / APSA - TRAINING & EVENTS

2024-2025 FTA ONLINE CPD & CBC TRAINING PACKAGES

FTA offers Continuing Professional Development (CPD) and Continued Biosecurity Competency (CBC) training online for the customs broker licencing period 1 April to 31 March each year. The cost of an online training package is $150 (excl. gst) for member organisations with bulk discounts available on a sliding scale.

Licensed customs brokers not employed by a corporate FTA member, can purchase an Individual Membership which includes online CPD & CBC training for the cost of only $300 (excl. gst) per customs broker licensing period.

ABF & DAFF Mandatory CPD / CBC units

Freight & Trade Alliance (FTA) has been fielding enquiries from members as to the dates for the above mandatory units to be completed in this CPD/CBC year. The latest advice we have from both agencies is as follows.

ABF - the unit is currently being finalised, ABF advised last week that they expect to be able to announce a release date shortly.
DAFF - the unit is expected  to be available for members to complete in February 2025


FTA will keep members advised as more information is available

Face to Face Seminar Sessions now open for Registration

All parties in the logistics chain, including importers and exporters, have legal obligations to ensure the safe loading, cargo restraint, transport, and unloading of shipping containers, as well as accurate gross weight declarations.

While subcontracting may reduce your direct operational control over transport activities, it does not exempt you, particularly as an importer or exporter, from potential legal responsibility under Chain of Responsibility (CoR) obligations

You still have a duty of care to ensure that all parties involved in the transport process comply with safety standards, whether the transport is handled in-house or outsourced.

LOGISTICS

Sydney's New 24 Hour Cargo Precinct site to supercharge nation's supply chain

In a major boost for our nation's critical supply chains, construction of an integrated  24-hour Cargo Precinct is taking flight at Sydney's new international airport, with both Qantas Group and Menzies Aviation signing up to operate at the premier precinct.  


The new hub at Western Sydney International (Nancy-Bird Walton) Airport (WSI) will increase Sydney's air cargo capacity by around 33 per cent upon opening and provide dedicated access via the upgraded Northern Road and proximity to growing freight and logistics centres at Kemps Creek and the Aerotropolis. READ MORE  

NSW Freight Reform Policy - Amendment

Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA) recently shared a member notice highlighting the release of a new Interim Directions Paper marking the opening of the next stage of the NSW Freight Policy Reform program. Transport for NSW (TfNSW) last week issued a notice regarding an updated version of the Interim Directions Paper, now available HERE and on the project website  READ MORE

Industry Skills Australia - Roundtables

Industry Skills Australia (ISA) is the Jobs and Skills Council for Australia's Aviation, Maritime, Rail, Transport and Logistics industries. Established in 2023 by the Australian Government, they are charged with bringing together employers, unions and governments to find solutions to the current and emerging skills and workforce challenges.They will be hosting a series of Industry Roundtables across Australia in the coming weeks. ISA is keen to hear from industry about:

Qantas freight joins Western Sydney International Airports new 24 hour cargo precinct

The Qantas Group and Western Sydney International (Nancy-Bird Walton) Airport (WSI) have strengthened their strategic partnership, with Qantas Freight signing on as the airport's first freight airline to operate at its 24-hour Cargo Precinct.  READ MORE

Freight & Trade Alliance have received advice from Qantas Freight as to changes in their Terminal Service Fees for ULDs that will take effect from 20 October 2024.

Temporary restrictions for air freight shipments into Australia that have originated in selected countries

As per previous Freight & Trade Alliance (FTA) and Australian Peak Shippers Association (APSA) member notice on 17 September, the Department of Home Affairs (DoHA) had hosted a number of meetings addressing the introduction of new measures to import air cargo due to emerging threat to aviation security.

Qantas have since announced information on related changes and provided more detail to customers. READ MORE

Exports - Updates to Phytosanitary Certification and Request for Permits

Industry Advice Notice (IAN) 2024-61 is to advise industry of upcoming updates to paper phytosanitary certificates and Request for Permits (RFPs) for horticulture and grain commodities.Familiarise yourself with the scheduled date of updates and the potential impacts and review the 3 newly updated fields and the Quick Reference Guide. 

Illegal Logging UPDATE

This special edition e-update provides an update on progress of the Illegal Logging Prohibition Amendment (Strengthening Measures to Prevent Illegal Timber Trade) Bill 2024 (the Bill). On 9 September 2024, the Bill was passed by the Australian Parliament and received Royal Assent on 17 September 2024. 

The exact timing of the changeover to the new arrangements has not yet been determined. However, we anticipate a transition period before the Regulation's sunsetting date of 1 April 2025.        READ MORE

Industry Survey on Approved Arrangements for Container Inspection and Cleaning

Under the Hitchhiker Pest Program, DAFF are developing a new policy for managing biosecurity risks associated with containers. The proposed policy involves new types of approved arrangements, particularly in wharf and port areas. 

The survey provides industry the opportunity to: 

  • Indicate whether these approved arrangements would be of interest to you.

  • Identify any concerns you may have.

  • Provide any comments or suggestions on what is proposed. 

Your input will help the department to refine policy and implementation processes for these arrangements. 

The "Have Your Say" consultation will be open from the 27 August 2024 to 5pm on Tuesday 8 October. READ MORE
