Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA) has been notified by the Department of infrastructure, Transport, Regional Development, Communications and the Arts (the Department) of a public consultation into both the :
- Independent Reviews of the Coastal Trading Act 2012, and
- Independent Review of the Shipping Registration Act 1981
Independent Reviews of the Coastal Trading Act 2012
The Australian Government is reviewing the Coastal Trading Act (CTA), which regulates the licensing of vessels for coastal shipping between Australian ports. The CTA was introduced in 2012 to revive the declining Australian shipping industry, which now has 11 major trading vessels operating under general licences. The review, prompted by the Strategic Fleet Taskforce's recommendations, will be conducted in two phases:
- assessing the CTA's objectives and structure, and
- considering potential reforms.
The department has today released a consultation paper and feedback is being sought on the Act's objectives, the current regulatory framework, and Australia's future coastal shipping needs.

Independent Review of the Shipping Registration Act 1981
The Australian Government is reviewing the Shipping Registration Act 1981 to modernise vessel registration, which has not kept pace with changes in the shipping industry and business practices since the introduction of the Australian Register of Ships in 1982. This review aims to address gaps in the current system and improve registration processes, with the findings and recommendations of the Strategic Fleet Taskforce serving as a key reference point.
The department has today released a consultation paper and feedback is being sought on the Act's objectives, the current regulatory framework, and to ensure that our marine vessel registration system remains fit-for-purpose.
