Purpose To provide updated advice to exporters about the new requirements to notify the Indonesian Quarantine Agency (IQA) about livestock consignments destined for Indonesia from Australia. Key points - This Market Access Notice (MAN) replaces MAN 2024/06 issued on 27 September 2024.
- From 6 October 2024, IQA will implement new requirements for exporters of animals, including livestock, to provide 'prior notice' of a consignment through IQA's online system.
- The department understands that exporters of livestock consignments destined to Indonesia departing Australia on or after 6 October 2024 must comply with the new requirement.
- IQA have advised that exporters should submit their 'prior notice' for a consignment as soon as possible once the government certificate (i.e. health certificate) has been issued and prior to the consignment's arrival in the designated Indonesian port of arrival.
- Exporters are not required to advise the department that they have submitted 'prior notice' for a consignment.
- The department continues to seek clarity from the IQA about the new requirement and will provide further updates to Industry as required.
Instructions - Exporters of livestock consignments destined to Indonesia, by sea or air, departing Australia on or after 6 October 2024 must ensure that the required 'prior notice' is submitted to IQA and prior to the consignment's arrival in the designated Indonesian port or airport.
- IQA has provided a web-based application and instructions for the submission of 'prior notice' (Attachment A)
- IQA have advised that the departure of a vessel or aircraft to Indonesian should not be delayed if an exporter is not immediately able to submit 'prior notice'.
- Exporters of livestock to Indonesia should engage with their Indonesian importer(s) to ensure that they have complied with any IQA 'prior notice' requirement for their consignment.
- Exporters can submit a new 'prior notice' to IQA if the details of a consignment change prior to arrival in Indonesia.
- Any new 'prior notice' must be submitted to IQA prior to the consignment's arrival in the designated Indonesian port or airport.
- Should an exporter be advised of an issue with their consignment prior to or on arrival in Indonesia in relation to IQA's requirements, they should contact the Live Animal Export Branch by email to: livestockexp@aff.gov.au or by phone to: (02) 6272 4581.
Background On 4 July 2024, IQA notified the World Trade Organization (WTO) of a new regulation regarding Quarantine Documents and Seals under notification number G/SPS/N/IDN/149. The Australian Government provided comments to IQA about the feasibility of the new regulation and continues to engage with IQA to seek clarity for Australian exporters.
