Purpose

This Market Access Advice provides an update on the implementation of Indonesia's Law 33/2014 regarding Halal Product Assurance (the Halal Law).

The Department of Agriculture, Fisheries and Forestry (the department) understands that as of 17 October 2024 Indonesia's Law 33/2014 regarding Halal Product Assurance (the Halal Law) entered into force for most food and beverage products exported to Indonesia. The Halal Law imposes new halal certification requirements for all goods exported to Indonesia. Refer to MAA2024-39 and MAA2024-32 for additional information on the requirements.

The list of approved foreign halal certifying bodies (HCBs) eligible to certify products for export to Indonesia under the Halal Law can be found on Indonesia's Halal Product Assurance Organizing Body's (BPJPH) website. Currently, nine Australian HCBs are officially accredited as foreign HCBs by BPJPH. An additional three Australian HCBs have undergone audit and are awaiting results of final assessments by BPJPH prior to accreditation.

The Australian Government continues to engage with Indonesian authorities as a matter of urgency to better understand the impacts of the Halal Law on Australian industry. This includes seeking further confirmation on how Australian industry can practically comply with new requirements. The department will provide relevant updates once more information becomes available. 

The department encourages all exporters to work with their importer to ensure that product meets the current importing country requirements from 17 October 2024. The department encourages exporters to contact us via exportstandards@aff.gov.au should they be advised of issues with consignments prior to or on arrival in Indonesia relating to these requirements.

Micor

The Manual of Importing Country Requirements (Micor) will be updated to reflect this market access advice. The department encourages users of Micor to subscribe to the Micor update service for a commodity-specific email that lists changes that have been made the preceding week.
