Australian Cyber Security Strategy Phase 2: Charting New Horizons: Developing Horizon 2 of Australia’s Cyber Security Strategy - Public Consultation & Town Halls

Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA) have been advised by the Department of Home Affairs that public consultation has commenced on the development of Horizon 2 of the 2023–2030 Australian Cyber Security Strategy.

The discussion paper, titled "Charting New Horizons: Developing Horizon 2 of Australia's Cyber Security Strategy," outlines proposed policy outcomes and key reform areas to continue Australia's ambition to be a world leader in cyber security.
 

Key Focus Areas

The Government is seeking stakeholder input on several proposals to:

  • Embed cyber messaging, standards, and capability across sectors
  • Empower businesses and citizens to better respond to cyber threats
  • Enhance cyber frameworks, workforce development, and the digital ecosystem to support national resilience


Background

The release of this discussion paper follows major reform progress achieved under Horizon 1, including the passage of the Cyber Security Act 2024. The next phase of the Strategy aims to drive industry, government, and community collaboration to ensure a coordinated and secure digital future.

Submissions will inform national cyber security policy and guide investment, regulatory frameworks, and support measures to uplift capability across sectors.
 

Town Halls

The Department of Home Affairs will host a series of Cyber Strategy Town Halls throughout the consultation period. These sessions are open to all stakeholders and will provide a valuable opportunity to hear directly from policy leads, ask questions, and contribute feedback.

FTA/APSA will be lodging a submission and are calling for member input to help shape our response. 
Please forward your feedback to Tom Jensen by 5pm AEST, Friday 22 August 2025 for consideration in the FTA/APSA submission.

Alternatively, members are welcome to provide their own submissions directly to the Department via the consultation webpage by COB Friday 29 August 2025.
