The Australian Border Force (ABF) has published two Australian Customs Notices (ACNs): ACN 2025/27 - Australia-United Arab Emirates Comprehensive Economic Partnership Agreement – Entry into Force The Australia-UAE Comprehensive Economic Partnership Agreement (CEPA) will enter into force on 1 October 2025. From this date, eligible UAE originating goods will benefit from preferential rates of customs duty under the agreement. Most goods will enter duty free, while excise-equivalent goods will continue to align with existing tariff structures. Further information on CEPA, including guidance on determining originating goods and applicable duty rates, is available on the ABF CEPA webpage. ACN 2025/28 – Waiver of Certificate of Origin under the AustraliaUnited Arab Emirates Comprehensive Economic Partnership Agreement (CEPA) and the Agreement Establishing the ASEAN-Australia New Zealand Free Trade Area (AANZFTA) The ABF has waived the requirement to provide a Certificate of Origin under CEPA and the ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA) in certain circumstances. This includes situations where an Origin Declaration is completed by an Approved Exporter or where the Australian Trusted Trader (ATT) Origin Waiver applies. As a result, ATT importers can claim preferential duty rates under these agreements without needing to obtain or present a Certificate of Origin.
