Potential Changes to the Port Of Melbourne Pricing Order - Member Feedback Requested

Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA), have received advice from the Victorian Department of Treasury and Finance (DTF) regarding proposed amendments to the Port of Melbourne Pricing Order.

DTF is undertaking engagement in collaboration with the Essential Services Commission (ESC), the Department of Transport and Planning, and the Port of Melbourne (PoM) to seek industry views on these potential reforms.

Summary of Proposed Amendments
The Victorian Government is considering changes that would:

  • Enable the ESC to conduct an upfront (ex-ante) assessment of major infrastructure projects before substantial investment occurs; and
  • Allow full cost recovery for the Port Capacity Enhancement Program, including during the Tariffs Adjustment Limit (TAL) period, provided the ESC assesses the investment as prudent and efficient.

These reforms aim to support efficient private investment that benefits the Victorian economy, ensures infrastructure meets future trade needs, and provides greater upfront certainty for both the Port of Melbourne and port users.

Currently, port tariffs are fixed (save for annual indexation). The proposed amendments would allow the Port to increase tariffs earlier than under the existing framework to fund early works for the PCEP.
