30-Day Final Industry Notice – Review of Vehicle Booking System (VBS) Tariff, Landside Tariff and Storage Tariff Effective 1 January 2026 In line with the Victorian Department of Transport's Voluntary Pricing Protocol for Stevedore Landside Charges, VICT will implement its annual landside pricing review effective 1 January 2026.
The updated tariffs will apply to the following categories: - Vehicle Booking System (VBS) Charges
- Infrastructure Charge
- Import Storage Charges
During the past 30 days, we have received valuable feedback from industry stakeholders regarding the initial 60-day notices. Below is a summary of the key topics raised and VICT's corresponding responses. Phase 3B Expansion Program – Timeline and Progress Preparation of tender documentation and the tender process for the civil works are currently underway and scheduled for completion by the end of 2025. Construction will begin in Q1 2026 and continue through 2027. Increases to Infrastructure and VBS-Related Charges Industry feedback has centred on increases to various charges, including Infrastructure, Slot Fees, No Show Fees, Off-Slot Fees, Late Receivals, Slot Direct Return, and Side-Loader Fees. These increases reflect the significant rise in operational costs across the business— including land tax, labour, electricity, and insurance— which collectively now exceed $100 million for the first time. Similar cost pressures are expected in the coming years. Late Receival and Stack Run Charges: these charges support the management of operational complexity and help maintain service standards when handling late containers or specialised stack run requirements. No-show fees and Off Slot Fees play an important role in deterring "slot hoarding" and promoting responsible booking behaviour. When slots are booked and not used, availability for other carriers is reduced, leading to inefficiency and congestion. A disciplined and reliable Vehicle Booking System is necessary for predictable truck turn times and consistent service. Ensuring fair and accessible appointment booking supports improved operational efficiency and enhances the overall customer experience. Adjustments to these charges are essential for sustaining terminal operations and ensuring we can continue investing in critical infrastructure upgrades.
