Who does this notice affect?
All clients submitting the below import declarations:
- Full Import Declaration (FID)
- Long Form Self Assessed Clearance (LFSAC)
- Short Form Self Assessed Clearance (SFSAC)
- Cargo Report Self Assessed Clearance (CRSAC)
- Cargo Report Personal Effects (PE)
- Cargo Reports GAS
- Cargo Reports BMSB
All importers and customs brokers using an entry number who will be required to lodge imported cargo documentation to the department for biosecurity assessment.

Start time: As of approximately: 00:41 Wednesday 18 March 2026 (AEDT).
Details: As of approximately 00:41 Wednesday 18 March 2026 (AEDT), there is an unplanned outage affecting inbound messages from Department of Agriculture, Fisheries and Forestry (DAFF) systems from the Department of Home Affairs' (DoHA) Integrated Cargo System (ICS).
As a result, DAFF/the department is not currently receiving messages related to the declaration types listed above, and messages are being queued until services are restored.
Note: This is not affecting outbound messages from DoHA's ICS to DAFF systems, which are being sent as normal.
Due to the outage, the Cargo Online Lodgement System (COLS) is also impacted, with new entries not being created which will prevent brokers from lodging documents in COLS for affected entries.
Action
No action required.
This issue is under urgent investigation by both DAFF and DoHA, and the department will advise once services have been restored.
