Department of Agriculture, Fisheries and Forestry Messaging Restored (Residual Delays Expected)

Wednesday, March 18, 2026

Further to our earlier notice, Freight & Trade Alliance (FTA) has received updated advice from the Department of Agriculture, Fisheries and Forestry (DAFF) regarding the recent outage impacting inbound messaging between DAFF systems and the Department of Home Affairs' Integrated Cargo System (ICS).

DAFF has advised that the issue affecting inbound messaging has now been progressively resolved, with messages again being transmitted between systems.

By way of background, the outage impacted several systems including:

  • Agriculture Import Management System (AIMS)
  • Integrated Cargo System (ICS)
  • Import Management System (IMS)
  • Sea Cargo (S-Cargo)
  • Seasonal Pest (SeaPest)

The Cargo Online Lodgement System (COLS) was also affected, with new entries not being created in AIMS, preventing document lodgement for impacted consignments.

During the disruption, a temporary workaround was implemented to allow partial message flow and prioritise perishable consignments. This workaround was subsequently paused to enable deployment of a more permanent fix, during which time messages again queued.

DAFF has now advised that:

  • Inbound messages are being transmitted as normal; and
  • Queued messages are progressively being processed through the system.

What to expect

While services are returning to normal, members should anticipate some residual delays as backlogged messages continue to clear. Perishable consignments are expected to remain prioritised during this process.

FTA also notes that, as with any recovery from a system disruption of this nature, there may be intermittent delays or processing lags while volumes stabilise.

Members experiencing ongoing issues are encouraged to monitor system behaviour and report any persistent problems.

FTA will continue to liaise with DAFF and provide further updates if required.
